On October 11, 1975, the Minister of Education signed Decision No. 872/QD on "restructuring and building Hanoi Pedagogical University I and Hanoi Pedagogical University II so that each school would have complete faculties for training social science teachers and faculties for training natural science teachers". According to that decision, Hanoi Pedagogical University II was moved from the evacuation site to Xuan Hoa town, Phuc Yen, Vinh Phu (now Xuan Hoa ward, Phu Tho province).

Reporting to the Vice Chairman of the National Assembly, Standing Deputy Secretary of the Party Committee of Hanoi National University of Education 2, Associate Professor, Dr. Phung Gia The said that Hanoi National University of Education 2 is one of the key national pedagogical universities according to Decision 452/QD-TTg dated February 27, 2025. Currently, the school has 510 staff and lecturers, of which 62% have doctoral degrees or higher, belonging to the group of 3 pedagogical universities with the highest proportion of qualified lecturers in the country. Over the past 50 years, the school has trained about 100,000 bachelors of education, many educational managers, making positive contributions to educational innovation.

The school is currently receiving great attention and investment from the Party and the State for development, especially in the tuition exemption policy and the issue of student output. Along with that, the Government has issued regulations to support pedagogical students, including 100% tuition support and 3.63 million VND/month for living expenses (maximum 10 months/school year) according to Decree 116/2020/ND-CP, helping students feel secure in studying and sticking with the profession.

The Faculty of Literature was established in October 1975, and was one of the first units of the School when it moved to Xuan Hoa. Over the past 50 years, the Faculty has trained more than 15,000 full-time students, and trained nearly 20,000 teachers and educational administrators for many provinces and cities across the country. Among them, many students and teachers have become good managers of the country and the education sector, excellent teachers, lecturers, talented businessmen...

Associate Professor, Dr. Bui Minh Duc, Head of the Faculty of Literature, said that from a single-disciplinary training unit, the Faculty of Literature has now expanded its scale with diverse training programs, including Bachelor, Master and Doctorate. These achievements show the continuous expansion in scale and quality of training. More proudly, the Faculty is one of the pioneering units in the country to be granted accreditation certificates for the entire Master training program in the field of Literature.

To achieve the above achievements, the Faculty of Literature determined to take care of developing the staff, especially lecturers. This is an important political task that the Faculty has always considered important over the past 50 years. With outstanding achievements, the Faculty has been awarded the Third Class Labor Medal, the Emulation Flag of the Ministry of Education and Training, the Emulation Flag of the Government and many Ministerial-level certificates of merit by the Government, the Ministry of Education and Training, and Hanoi Pedagogical University 2.

In the current period, Hanoi National University of Education 2 also faces many challenges such as: The current scale of the school is only about 15 hectares, too small compared to the requirements of a modern university. The school is actively expanding the local land fund and proposing to merge some schools to have a larger scale and development opportunities. Especially in this context, the school hopes that key and key pedagogical universities will be transferred to the Ministry of Education and Training. Only then can the national education issue be managed to have the opportunity to make a breakthrough in the coming period.

Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh affirmed that education and training have always been considered the top national policy, a solid foundation in the history of building and defending the country. Recently, the education and training sector has received special attention from the Party and the State. Most recently, the Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development. In particular, it is determined that education and training development is the cause of the Party, the State and the entire people. The State plays a role in strategic orientation, development creation, ensuring resources and equity in education; ensuring enough schools, classes, and teachers to meet the learning needs of the people. The whole society has the responsibility to care for, contribute resources and supervise education development. Education and training must ensure "learning goes hand in hand with practice", "theory is closely linked to practice", "school is closely linked to society". The Resolution also sets specific targets by 2030, by 2035, and with a vision to 2045.

The Vice Chairman of the National Assembly said that at the 50th Session, the National Assembly Standing Committee gave its opinion on the investment policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period, to be submitted to the National Assembly at the upcoming 10th Session to concretize Resolution 71 of the Party. Previously, the 2025 Law on Teachers passed by the National Assembly had initially shown effectiveness, with the rate of students enrolling in teacher training schools increasing compared to previous years.

Vice President of the National Assembly Nguyen Thi Thanh affirmed that, from the Party's policies and the reality, pedagogical universities are the "main machine", and teachers play a key role in shouldering the mission of training and nurturing talents. The Vice President of the National Assembly hopes that teachers will promote their intelligence, enthusiasm and mettle as teachers, and continue to contribute to the country's education and training.

The Vice Chairman of the National Assembly acknowledged the opinions and recommendations of the leaders of Hanoi National University of Education 2 and the leaders of the Faculty of Philology. This is important practical information in the process of the National Assembly giving opinions on the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035 at the upcoming 10th Session. The Vice Chairman of the National Assembly also asked teachers to continue researching and contributing opinions to draft laws and resolutions in the field of education and training submitted to the National Assembly.
