The 20th Congress of Thanh Hoa Provincial Party Committee: Building a rich, civilized and happy Thanh Hoa

After 3 days of urgent and serious work with the spirit of democracy, frankness and high responsibility, the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025 - 2030, was a great success. The Congress passed the Congress Resolution with the goal of striving to build Thanh Hoa into a rich, beautiful, civilized and happy province.

Strategic vision in the new era

During the working sessions, the Congress reviewed the development journey in the period of 2020 - 2025 of the province with many ups and downs but has achieved impressive socio -economic development results. Based on the achievements of the 2020 - 2025 term and the discussion opinions of the delegates, the Congress passed the Resolution of the 20th Provincial Party Congress, term 2025 - 2030 with many breakthrough contents, demonstrating strategic vision and innovative thinking; strongly affirming the spirit of solidarity, aspiration, and will to rise of the Party Committee, government and people of all ethnic groups in the province.

Compared to the Resolution of the 19th Congress, the Resolution of the 20th Congress has set out a longer-term strategic orientation, taking “prosperity, civilization, and happiness of the People” as the goal and center of the development process. While the Resolution of the 19th Congress mainly focused on the goal of “by 2025 becoming a leading province in the country, by 2030 becoming an industrialized province in the modern direction”; the Resolution of this Congress determined the goal of striving for Thanh Hoa by 2030 to be in the leading group of provinces in the country, and by 2045 to become a rich, civilized, and happy province.

In addition, the Resolution of this Congress sets the goal of maintaining the annual growth rate at double digits; strongly shifting the growth model from breadth to depth, making Thanh Hoa one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services. According to delegates, this demonstrates the determination to "both increase rapidly and improve the quality" of value chains and technology. At the same time, putting logistics and regional linkages at the heart of industry and sector development has demonstrated the vision of expanding Thanh Hoa's development space, creating room to promote regional and international integration.

The Resolution of the 20th Congress also strongly affirmed the role of science and technology development, innovation and digital transformation with the goal of maintaining the annual Provincial Innovation Index (PII) and Provincial Digital Transformation Index (DTI) in the top 10 leading provinces and cities nationwide. This is essentially a breakthrough in strategic thinking, the key priority of the 2025-2030 term and the long-term vision to 2045 is to promote digital transformation, application of modern science and technology in both the public and private sectors, in line with the development situation of the province and the whole country.

Discussing at the Congress, delegates affirmed that promoting the application of science, technology, innovation, and digital transformation is not only an inevitable trend but also the shortest path for Thanh Hoa to realize its aspiration for prosperity, becoming a modern, rich, civilized, and happy industrial province.

One of the growth engines of the country

Based on the general and specific development goals and viewpoints, the Congress Resolution sets out 32 main targets, 8 key tasks and 3 strategic breakthroughs. At the same time, it proposes many major groups of solutions on Party building and the political system; on economic development; on science - technology, culture - society, resource management and environmental protection; on national defense - security and foreign affairs to successfully and comprehensively implement the goals and tasks set out by the Congress.

In particular, some key targets are: striving for an average GRDP growth rate of 11% or more in the 2026 - 2030 period; average income per capita in 2030 reaching 90 million VND or more; investment capital implemented in the area in 5 years reaching 840 trillion VND or more; value of exported goods in 2030 reaching 15 billion USD or more; urbanization rate in 2030 reaching 50% or more; rate of grassroots party organizations completing their annual tasks well reaching 90% or more...

It can be seen that the Resolution of the 20th Thanh Hoa Provincial Party Congress sets higher goals with greater pressure, requiring great determination and efforts from the entire provincial political system and the consensus of the people. Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh emphasized: immediately after the Congress, all Party committees and organizations in the province need to study and thoroughly grasp the Resolution and documents of the Congress; urgently develop and implement programs and action plans, widely launch patriotic emulation movements, to soon put the Resolution of the Congress into life, turn the decisions of the Congress into vivid reality in practice, and realize development goals.

The 20th Congress of Thanh Hoa Provincial Party Committee was honored to have Prime Minister Pham Minh Chinh attend and give a speech. The Prime Minister emphasized that Thanh Hoa province, with its revolutionary cultural tradition of the heroic homeland; with the aspiration to overcome difficulties of its hardworking and creative people; with its great potential, strengths and resources; with the breakthrough vision and determination to act of the entire political system in the province; together with the attention, leadership and direction of the Central Government, the consensus, support and backing of the people and the business community, will develop strongly, comprehensively and sustainably, becoming one of the growth drivers of the whole country; a place where: "Gathering elites - Origin of creativity - Creating development - Brightening the future - Realizing aspirations - People are prosperous and happy".

Receiving the hopeful and confident statements of the head of the Government, the Party Committee, the government and the people of all ethnic groups in Thanh Hoa province will certainly promote the spirit of solidarity, unanimity, innovation, creativity, and join hands to build the province into a model province in all aspects as the wish of beloved President Ho Chi Minh, together with the country to develop rapidly and sustainably in the era of prosperity, civilization and happiness.
