Worry about the quality of the law when impact assessment is not done
Reporting on the expected content of the session, Permanent Deputy Head of the Office of the National Assembly Le Quang Manh said that at the 10th session, the National Assembly will consider and decide on 66 contents and groups of contents, including: 50 laws, 3 legislative resolutions; 13 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country. There are also 13 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.

Regarding the draft law on amending and supplementing a number of articles of the Land Law, Mr. Manh said that according to the 2025 legislative program, this draft law will be submitted to the National Assembly for comments and approved at the 10th session according to the shortened procedures. However, on September 22, the Government Office issued a document notifying the Prime Minister's direction requesting the Ministry of Agriculture and Rural Development to draft a resolution of the National Assembly to resolve difficulties in organizing the implementation of the Land Law. Therefore, the content of this resolution will replace the draft law amending the Land Law.
Mr. Manh also said that although the number of contents of the session increased compared to the plan when convening the session, due to the arrangement of general discussions on projects and contents of the same field, minimizing the time for presenting proposals and reports, the total working time of the National Assembly is expected to be 41 days. The session is expected to open on October 20, close on December 12 and the National Assembly will meet continuously.
Giving her opinion, Permanent Deputy Head of the People's Aspirations and Supervision Committee Le Thi Nga expressed her concerns about the quality of the draft laws presented at the 10th session. According to Ms. Nga, all 50 draft laws were presented and passed at the session following the shortened procedure. "That means we do not assess the policy impact when submitting them for approval, so we are very concerned about the quality of the draft laws presented this time when time is tight and we are abusing the shortened procedure," Ms. Nga said and suggested that the leaders of the National Assembly and the Government must strengthen solutions, request the Ethnic Council and committees as well as the drafting ministries and branches to have solutions to ensure the quality of the draft laws passed at this session.
Avoid putting Congress in a fait accompli situation
Chairing the session, NA Chairman Tran Thanh Man emphasized that it was impossible to assess the impact because the draft laws passed at the session were all very urgent and implemented under the direction of the Central Committee, the Politburo, and the General Secretary, aiming to remove current bottlenecks and obstacles. The NA Chairman noted that at the 10th session, only draft laws were passed under the simplified procedure at 1 session, while draft laws following the normal procedure of 2 sessions were left to the 16th NA. In cases where it is not possible to amend the law, it must be expressed in a resolution so that localities can implement it as soon as there is a document guiding its implementation. However, agreeing with Ms. Le Thi Nga, the NA Chairman said that in the above context, the quality of draft laws must come from the Government, the drafting ministries and branches and the review by the NA agencies.
Concluding the discussion session, NA Chairman Tran Thanh Man suggested that the Government prioritize which laws to pass first and which laws to pass later in order to arrange the agenda. The NA Chairman also suggested that the Government review the files and documents sent to delegates to have time to study, avoiding the situation like in previous sessions, where there are documents sent this afternoon but the next day the NA discusses and passes them, which will put the NA in a "fait accompli" situation. In addition, the NA Chairman noted that the NA and Government agencies must unify the agenda of the session approved at the preparatory session and limit additions and changes to the agenda during the session.
