The Resolution regulating the fee for granting work permits to foreigners working in Vietnam, applicable in Quang Ninh province for the period 2026-2030, is expected to be considered and approved by the People's Council of Quang Ninh province at the upcoming session.

Accordingly, the fee for reissuing and extending work permits for foreigners working in Quang Ninh in the period 2026-2030 is 0 VND/permit. This proposal aims to help businesses save costs, remove procedural difficulties, and facilitate the use of foreign workers in production and business activities.

Quang Ninh is applying the following fees for re-issuing and extending work permits for foreigners:

If the employer submits the application directly at the Provincial Public Administration Service Center: the new issuance fee is 480,000 VND/license, re-issuance or extension fee is 360,000 VND/license.

If performing procedures via online public services: new issuance fee is 240,000 VND/license, re-issuance or extension fee is 180,000 VND/license.

There are currently about 320 enterprises employing foreign workers in Quang Ninh province.

From 2017 to September 2025, the entire Quang Ninh province has issued 14,686 work permits to foreigners, collecting VND 5,265,973,408 in fees. Each year, Quang Ninh issues an average of about 1,600 permits, corresponding to a revenue of about VND 580 million. All of this revenue is paid into the state budget to serve local management.
