
The selected organizations and individuals who have signed contracts to lease forest land shall prepare feasibility studies for ecotourism, resort, and entertainment projects, ensuring compliance with the national or provincial forestry plan approved by competent state agencies. The forest management unit shall develop technical dossiers to select organizations and individuals leasing forest land that meet criteria regarding capacity and experience in ecotourism, resort, and entertainment activities; appropriate business organization plans; professional conditions for sustainable forest management; projected revenue; asset handling after the contract expires; commitment to the project's exploitation period and revenue generation, etc.
The lease term for forest land used for business, ecotourism, recreation, and entertainment purposes shall not exceed 30 years. During this period, the contract performance will be evaluated every 5 years. If the lessee fulfills the contract and wishes to extend it, the forest owner will consider extending the lease term by no more than two-thirds of the initial lease term.
The price for leasing forest land in the registration dossier of organizations and individuals is calculated as a percentage of total revenue, converted into an absolute value for the forest owner to evaluate, and clearly stated in the forest land lease contract.
