Minister Nguyen Manh Hung: "Management on paper is just an exception"

(Dan Tri) - According to Minister Nguyen Manh Hung, the draft Law on Digital Transformation clearly stipulates the conversion of management methods from "paper to digital" and management in the digital environment must be the default, management on paper is only an exception.

On the morning of October 16, the National Assembly Standing Committee gave its opinion on the draft Law on Digital Transformation. The draft law consists of 8 chapters and 79 articles, and is expected to be passed by the National Assembly under a shortened process at the upcoming 10th session.

The draft law clearly states that State agencies are responsible for coordinating and connecting to provide online public services in a series of events instead of fragmenting according to the administrative authority of each agency as it is now.

Providing online public services must ensure that people and businesses only have to provide information once; the processing is continuous, seamless, and without administrative boundaries, and the time and cost of performing administrative procedures are minimized.

The draft Law also stipulates that the State is responsible for ensuring that all citizens, regardless of age, gender, education level, socio-economic status, geographical conditions or physical ability, have equal opportunities to access and use online public services.

Deputy Minister of Science and Technology Vu Hai Quan said the bill identifies digital transformation as a top breakthrough; prioritizing the development of infrastructure, data, human resources and promoting international cooperation.

Along with that, the draft also states the principles of connection and interconnectivity of information systems serving the provision of online public services; the legal responsibility of State agencies in data exploitation and not being required to resubmit documents; ensuring the quality and efficiency of online public services.

Chairman of the Law and Justice Committee Hoang Thanh Tung agreed with the above direction, but according to him, during the transition period, there must still be regulations to ensure the current system operates normally to provide services and not cause difficulties for people.

"If we accelerate the digital transformation process without ensuring infrastructure and human resources, it will lead to problems and may affect the implementation of administrative procedures as well as the provision of public services to people," Mr. Tung stated his opinion.

With the regulation on online public services designed and provided according to life events as in the draft law, the Committee for Science, Technology and Environment, when examining, believes that the administrative procedures have clearly defined the order, implementation methods and competent authorities to handle, ensuring the equal rights of subjects performing administrative procedures according to the provisions of law.

Provisions as in the draft Law may lead to arbitrariness and lack of uniformity in the implementation of administrative procedures between different agencies in the State administrative apparatus.

Explaining further, Minister of Science and Technology Nguyen Manh Hung emphasized that the draft Law clearly stipulates the conversion of management methods from "paper to digital" and management in the digital environment must be the default, management on paper is the exception.

Along with regulations on the responsibility of leaders if they do not implement digital transformation in State agencies, the Law also lays the legal foundation for the digital economy and digital society.

According to the Minister, the Digital Transformation Law Project helps form a unified legal framework for a digital nation; create a legal mechanism for the digital economy and digital society; determine a unified national governance structure for digital transformation and legalize issues related to financial resources, human resources, and investment mechanisms for digital transformation.

In addition, the Law also stipulates specific policies for digital transformation, which is an important part to remove difficulties.

The Minister said the draft law stipulates that the State allows the use of at least 1% of the budget to carry out digital transformation, requiring an evaluation of effectiveness.

According to him, this is an important innovation because previously we only measured maturity, did not touch on efficiency, and did not do annual reports.

Minister Nguyen Manh Hung said the drafting agency will study and absorb as much as possible the opinions of the National Assembly Standing Committee to complete the draft law.
