The 10th session of the 15th National Assembly considered and decided on many strategic issues of particular importance to the country's development orientation in the new era. With 51 laws and 8 resolutions passed, accounting for 30% of the total laws and resolutions issued during the entire term, the 10th session was a particularly important milestone for the 15th National Assembly.
This was the statement made by the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, at a press conference this afternoon, December 11th, after the National Assembly concluded its final official working session of the 10th Session.
A record-breaking legislative session.
According to Deputy Head of the National Assembly Office Nguyen Van Hien, after 40 days of continuous, urgent, and serious work, with a scientific , innovative, and highly responsible spirit, the 10th Session was successful, completing all the planned content and program.
During the session, the National Assembly considered and passed a large volume of legislative work, with 51 laws and 8 resolutions, accounting for 30% of the total number of laws and normative legal resolutions issued during the entire term (approximately 150 laws and resolutions). “In particular, some laws amended many other laws. Therefore, the total number of laws issued or amended during this session is approximately 75,” said Nguyen Van Hien, Deputy Head of the National Assembly Office.
Laws and resolutions have promptly institutionalized the Party's guidelines and the Politburo 's resolutions, creating a legal framework for their implementation. Examples include laws and resolutions on education to institutionalize Resolution 71-NQ/TW on breakthroughs in education and training development; and laws and resolutions related to health to institutionalize Resolution 72-NQ/TW on breakthrough solutions to strengthen the protection, care, and improvement of people's health.
The National Assembly has passed important laws in the field of science and technology, such as the Law on Digital Transformation; the Law on Artificial Intelligence; the Law on High Technology; and the Law amending and supplementing a number of articles of the Law on Technology Transfer… aiming to complete a synchronized legal system to guide and manage the development of new technology fields, laying the foundation for science, technology, innovation and digital transformation to truly become the main driving force of socio-economic growth in the next phase.

The National Assembly has issued resolutions on special mechanisms to remove difficulties and obstacles in the implementation of the Land Law, and special mechanisms to develop economic powerhouses such as Ho Chi Minh City, Da Nang, and Hanoi, aiming to create a flexible legal framework to promote the rapid and sustainable development of these special urban areas.
Furthermore, the National Assembly also passed many laws and resolutions with significant impact to promptly institutionalize the Party's new policies and resolutions on judicial reform, combating corruption, waste, and negative practices; focusing on decentralization and delegation of power, removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy; promoting socio-economic development, and ensuring national defense and security…
The National Assembly has resolved many important issues, such as allowing the extension of the implementation and disbursement period of state budget funds for 2025 until December 31, 2026, for national target programs; allowing the Government to approve the Feasibility Study Report for Phase 2 of the Long Thanh International Airport Project under its authority without having to report to the National Assembly for approval; approving solutions to terminate the operation of the Phuong Nam Pulp Mill Project; allowing the separation of compensation, support, and resettlement aspects of the North-South high-speed railway project into independent projects…
The National Assembly also reviewed the work of state agencies during the 2021-2026 term, considered and decided on personnel matters within its authority; conducted thematic supervision on "the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect"; and discussed and provided feedback on the draft documents to be submitted to the 14th National Congress of the Party.

Representative Nguyen Minh Tam (Quang Tri delegation) remarked that this was a historic session with many contents, encompassing all the functions of the National Assembly, from personnel work, lawmaking, supervision, and especially the decision-making on important national issues. With 51 laws and 39 resolutions, the National Assembly has institutionalized the Party's guidelines and policies to suit the two-tiered government and the new development requirements of the country. "With such a large workload, I believe that the Speaker of the National Assembly, the Vice-Speakers, and the National Assembly committees have worked very hard, day and night, to have completed this session excellently," Ms. Tam said.
Laying the foundation for the 16th National Assembly
Looking back at the entire term of the 15th National Assembly, Delegate Nguyen Ngoc Son (from Hai Phong delegation) believes that the 10th session truly made a significant mark on the National Assembly's term with its courage, responsibility, and creativity.
Despite the enormous workload, the 40-day period, and the intertwined factors such as global economic fluctuations, epidemics, natural disasters, and changes in the administrative apparatus, the National Assembly has maintained and affirmed its role and responsibility in perfecting the institutional framework with the goal of fostering development, continuously improving the effectiveness and efficiency of supervision, and enhancing the quality of decision-making on important issues.
"This is a major milestone of the 15th term, and it also lays the foundation for the 16th term," said delegate Nguyen Ngoc Son.
Looking back on her term, delegate Pham Thi Thanh Mai (Hanoi delegation) noted that the delegates had shown a very high sense of responsibility in institution building, especially since the Politburo's Resolution 66. National Assembly delegates have become increasingly diligent, working very hard with the motto "finish the job, not just the hours," creating a sense of urgency, dedication, and responsibility, particularly in the final stages of the 10th Session – the last regular session of the 15th National Assembly – with a massive workload.

“In the 80-year history of the Vietnamese National Assembly, we believe that the 15th National Assembly has achieved remarkable successes. The large workload and high pressure have also motivated delegates to continue striving, hoping to contribute their small part to perfecting the institutional framework, removing bottlenecks, and helping the country have a complete legal foundation and confidence to enter an era of prosperous development, aiming for the highest goal of well-being and happiness for the people,” shared delegate Pham Thi Thanh Mai.
Delegate Nguyen Thi Suu (Hue City delegation) stated that the entire agenda of this session focuses on three core policy pillars: perfecting institutions for sustainable development; improving the quality of essential public services; and enhancing the nation's competitiveness in the face of the multifaceted impacts of the international situation and the increasing geopolitical, economic, defense, security, and social issues. The nation must proactively adapt based on the principle of comprehensive Party leadership, deep and multifaceted State management, and the cooperation of the people, society, and businesses in fulfilling their respective functions and responsibilities.
The sheer volume of work for the session made research very stressful. Many delegates chose to focus on key issues rather than reading the entire document. Digital tools and AI applications greatly assisted the delegates. "Outside of the session, we exchanged ideas in specialized groups, consulted the press and professional forums, and followed prominent social issues to guide our research and contribute our opinions," shared delegate Nguyen Thi Suu.

Representative Tran Hoang Ngan (from Ho Chi Minh City delegation) also highly appreciated the efforts of the drafting agencies. According to the representative, in the National Assembly, the delegates worked very actively and made many intellectual contributions. After reviewing the draft laws and resolutions, the delegates offered many opinions, and the drafting agencies as well as the Government listened attentively. Therefore, most laws were passed with a very high percentage, over 90%.
“I am also pleased that my recommendations have been accepted, especially regarding personal income tax and value-added tax for household businesses – a group I consider vulnerable. The taxable revenue threshold has been raised from 200 million VND to 500 million VND for both taxes. Previously, the National Assembly only agreed to raise the value-added tax threshold from 100 million to 200 million VND. This adjustment to 500 million VND clearly demonstrates a willingness to listen,” said Representative Tran Hoang Ngan.
With a large volume of laws and resolutions passed at this session, delegate Tran Hoang Ngan noted that a development-oriented legal system has been clearly formed, especially in promoting decentralization and delegation of power in the spirit of "local authorities decide - local authorities act - local authorities are responsible".
The National Assembly has coordinated quickly with the Government to remove bottlenecks in infrastructure, land, major cases, and important local obstacles. The National Assembly has also focused on improving the investment and business environment, reforming administration, and reducing unnecessary procedures to attract investors and support production and business activities; and has passed resolutions on specific mechanisms and policies for Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, and other important growth poles.
According to delegates, this session left many positive impressions and lasting marks. In particular, the three strategic breakthroughs in line with the spirit of the 13th National Congress Resolution – institutions, infrastructure, and high-quality human resources – were strongly supported and implemented by the National Assembly. These foundations help us confidently enter a new era of development with the goal of rapid and sustainable growth, aiming to become a high-income country, a prosperous, civilized, and happy nation.
“I have confidence in this goal because the people's aspirations are very great. Under the wise leadership of the Party, with the support of the National Assembly and the determination of the Government, we have every basis to achieve those goals,” said delegate Tran Hoang Ngan.
