Industrial promotion conference of provinces and cities in the Northern region

On the afternoon of October 16, in Tuyen Quang province, the Ministry of Industry and Trade coordinated to organize the 19th Industrial Promotion Conference of Northern provinces and cities in 2025.

According to the report of the Department of Innovation, Green Transformation and Industrial Promotion, the total industrial promotion budget implemented in 2024 in 15 provinces and cities in the northern region was VND 94.3 billion, reaching 89.36% of the annual plan (VND 105.5 billion). The national industrial promotion budget implemented was VND 15.1 billion, reaching 84.4% of the plan (VND 17.8 billion). The local industrial promotion budget implemented was VND 79.2 billion, reaching 90.4% of the plan (VND 87.7 billion).

Some localities allocated a considerable amount of funding from their local budgets, ranging from 8 to 11 billion VND, for industrial promotion activities, including Bac Ninh, Ninh Binh, and Phu Tho. Hanoi, in particular, allocated a high amount of 32.6 billion VND from its local budget.

In 2025, the total approved industrial promotion budget plan of 15 provinces and cities in the Northern region is 148.2 billion VND, an increase of 40% compared to the 2024 plan (105.5 billion VND). In the first 9 months of 2025, the total budget implemented in the region reached 42.6 billion VND, reaching 28.74% of the annual plan, equal to 152% compared to the same period in 2024. Of which, the national industrial promotion budget implemented 9.7 billion VND, reaching 15.47% of the annual plan; the local industrial promotion budget implemented 32.9 billion VND, reaching 38.48% of the annual plan.

Funding for industrial promotion is allocated to support the construction of technical demonstration models, technology transfer and application of advanced machinery and scientific and technical advancements in industrial and handicraft production, the construction of pilot models for the application of cleaner production, and the construction of environmental pollution treatment systems for rural industrial establishments...

Speaking at the conference, Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion, stated that 2025 marks the "finish line" of the Industrial Promotion Program for the 2021-2025 period, thus making it even more important to summarize and evaluate results and draw lessons for the next phase.

To continue effectively implementing industrial promotion activities, contributing to creating momentum to promote rural industrial development in the new context, Director Nguyen Thi Lam Giang asked delegates to evaluate the advantages and difficulties in organizing the apparatus and implementing industrial promotion tasks in localities after merging and implementing the 2-level local government model.

In addition, focus on clarifying the limitations hindering access to and enjoyment of policies, and propose specific solutions to successfully complete the Industrial Promotion Plan in 2025.
