Opening of the preparatory session of the 18th Hanoi Party Congress, term 2025-2030

On the afternoon of October 15, at the National Convention Center, the 18th Hanoi Party Congress, term 2025-2030, held a preparatory session.

The Congress has 550 delegates representing nearly 500,000 party members of the entire Party Committee. Among them are: Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City Bui Thi Minh Hoai; Party Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Chairman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong and members of the Standing Committee of the City Party Committee.

In her opening speech, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that after a period of active and urgent preparation, with a serious spirit, high responsibility and with the approval of the Politburo, the 18th Hanoi Party Congress will officially be held in three days, from October 15 to 17, 2025. The organization of the Congress is carried out in accordance with Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on organizing Party Congresses at all levels, towards the 14th National Congress of the Party.

According to the Secretary of the City Party Committee, in recent times, the Hanoi Party Committee has focused on leading and directing the completion of the tasks of the 17th term, effectively implementing the arrangement of the two-level local government model and carefully preparing for the 18th Congress. The Executive Committee, the Standing Committee of the City Party Committee and the sub-committees have worked responsibly and carefully in drafting documents, personnel plans, and logistics to ensure that the Congress takes place on schedule and according to plan.

The City Party Secretary said that this Congress will carry out four key tasks: summarizing the implementation of the 17th Congress Resolution; determining directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents to be submitted to the 14th Party Congress; electing the 18th City Party Executive Committee and the delegation to attend the 14th Congress.

Regarding personnel work, the Standing Committee and the Executive Committee of the City Party Committee have strictly followed the direction of the Politburo and the Secretariat; properly implemented the process, ensuring democracy, objectivity, publicity and transparency. The personnel plan submitted to the 18th Congress has been appraised by the competent agencies and approved by the Politburo, demonstrating careful and rigorous preparation. The Secretary of the City Party Committee requested delegates to select exemplary cadres with political courage, capacity, prestige, daring to think, daring to do, innovative and creative, with the desire to contribute to the development of the Capital.

In addition, this Congress has many innovations in the organization, especially the application of information technology in management and document research, contributing to improving efficiency, saving time, and modernizing working methods. The Secretary of the City Party Committee requested delegates to strictly comply with regulations, discipline in speaking, document confidentiality, promote democracy while maintaining the principle of concentration.

The preparatory session carried out important contents such as electing the Presidium of 16 comrades, the Secretariat of 3 comrades, the Delegate Qualification Examination Board; approving the working program of the official session and the working regulations of the Congress; listening to the report summarizing comments on the draft documents to be submitted to the 14th National Party Congress and the 18th Hanoi Party Congress.

The 18th Congress of the Hanoi Party Committee has the theme "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party Committee; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital" with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development". The Congress takes place in the context of the whole country implementing the arrangement of administrative units and the two-level local government model, demonstrating the determination of the Party Committee and people of the Capital to pioneer with the whole country into an era of prosperous and powerful development, contributing to the successful implementation of the country's development goals until 2030, with a vision to 2045.
