4 key task groups and solutions
Speaking at the opening of the workshop, Ms. Ha Thi Nga, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, said that the system of the Vietnam Fatherland Front and its member organizations have been gradually becoming one of the solid supports for the strong development of the private economy.
Implementing Resolution No. 68 of the Politburo on private economic development, dated October 2, 2025, the Party Committee of the Vietnam Fatherland Front and Central organizations issued an Action Program with 4 groups of key tasks and solutions: Strengthening propaganda, mobilization, innovation of thinking, raising awareness and action, arousing the determination to start a business and establish a career; sense of self-reliance and national pride; aspiration to contribute in union members, members and people to promote private economic development. Strengthening forms of support for union members, members, private enterprises and people to participate in private economic development. Launching and organizing practical and effective patriotic emulation movements and campaigns, contributing to the development of the private economy. Performing well the role of social supervision and criticism; participating in the development and improvement of laws, mechanisms and policies on private economic development.

Ms. Ha Thi Nga stated that the Workshop is an important starting event in a series of programs and activities of the Vietnam Fatherland Front to concretize Resolution 68. She hopes that experts, scientists, businessmen, and managers will contribute initiatives and solutions to promote the role of the Front and organizations in developing the private economy, especially in the context of the country's deep integration and the smooth operation of the two-level local government model.
In the report introducing the Workshop, Associate Professor, Dr. Tran Dinh Thien, Chairman of the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front, said that after 40 years of renovation, the private economic sector in our country has about more than 940 thousand enterprises and more than 5 million individual business households operating and contributing about 50% of GDP, more than 30% of total state budget revenue, creating jobs for more than 82% of the total number of workers in the economy.
However, according to Mr. Thien, the private economy is still facing many barriers, has not yet made a breakthrough in scale and competitiveness, and has not met the requirements and expectations of being the core force of the country's economy.

The expert pointed out that Resolution 68 has created a breakthrough in thinking and development institutions, paving the way to create an open business environment, freeing up all obstacles, unblocking resources and strengthening confidence for the private economy, for all economic sectors and the whole society. As a political alliance organization, a voluntary association of political, socio-political organizations and outstanding individuals in society, including overseas Vietnamese, the Vietnam Fatherland Front always holds a central position in uniting and gathering social forces, including the team of entrepreneurs and enterprises, playing an important role in promoting the country's socio-economic development. Through member organizations and patriotic emulation movements, the Front has contributed to arousing the entrepreneurial spirit, self-reliance, creativity, national pride, promoting people to produce, do business, and enrich themselves legitimately, creating a favorable environment for the private economy, especially household economy, to develop strongly.
Associate Professor, Dr. Tran Dinh Thien proposed promoting the role of the Presidium, members of the Central Committee of the Vietnam Fatherland Front, advisory councils, professional associations, experts, businessmen and people in monitoring, social criticism, participating in building and perfecting laws, mechanisms and policies for private economic development, ensuring the legitimate rights and interests of businesses and people.
Creating a development environment
At the workshop, delegates focused on discussing and clarifying the role and position of the private economy; assessing the current development status in recent times, pointing out advantages and difficulties and proposing solutions to promote this sector in the coming period. Opinions emphasized the role of the Vietnam Fatherland Front and its member organizations in propaganda, mobilization, arousing the spirit of entrepreneurship, start-ups, self-reliance and national pride; at the same time promoting the role of supervision, social criticism, participating in building mechanisms and policies to support private enterprises to develop sustainably. The workshop also acknowledged the positive impact of Resolution 68 in innovating and improving the effectiveness of patriotic emulation campaigns and movements in the Vietnam Fatherland Front system and its member organizations.
Dr. Nguyen Huu Dung, Vice Chairman of the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front, said that the Front needs to expand the admission of outstanding organizations and individuals in the private economic sector, creating conditions for political, social and professional organizations to promote their representative role and support members in developing production and business. He suggested that the Front strengthen supervision and criticism of policy implementation, eliminate "group interests", and ensure an equal and transparent business environment.

Professor, Honorary Academician Nguyen Van De, Chairman of the Vietnam Private Hospital Association, likened the Vietnamese private economy to the energy source of the economy. He recommended perfecting a synchronous and transparent institution, shifting from pre-inspection to post-inspection; having a flexible land mechanism for social security projects; effectively exploiting surplus public assets. Along with that, updating standards/regulations in a timely manner; allowing flexible piloting (sandbox); ordering and purchasing public services according to public-private equality, payment based on output results; removing the "ceiling" on administrative norms; managing based on efficiency, quality, productivity; ensuring legal safety, overcoming the "fear of mistakes" mentality in implementation.
With its position as a force that brings together the great national unity bloc, he believes that the Vietnam Fatherland Front will create a legally safe environment, rich in opportunities, low in costs, so that private enterprises can rise up to become the main driving force of growth, innovation and social prosperity.
Dr. Cao Xuan Thu Van, President of the Vietnam Cooperative Alliance, emphasized the role of new-style cooperatives as a "transformation launch pad" to help business households share resources, access markets, and reduce barriers when transforming into enterprises; at the same time, proposed to step up propaganda, expand the number and improve the quality of private enterprises.
Mr. Nguyen Tuong Lam, Secretary of the Ho Chi Minh Communist Youth Union, President of the Vietnam Youth Union, said that the Youth Union will continue to promote the pioneering role of youth, build a team of young entrepreneurs with knowledge, courage, and aspiration to contribute, pioneering in innovation, digital economy, green economy and international integration.

Receiving the opinions, Vice President Ha Thi Nga highly appreciated the enthusiastic and profound discussions with theoretical and practical values, which are important directions for action for the Front system in the coming time.
She requested the Social Work Committee to coordinate with the Academy of Finance to fully synthesize the opinions of the delegates to report and make recommendations to the leaders of the Party and the State; at the same time, assign the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front to continue researching, commenting, and proposing policies for private economic development. The Academy of Finance, universities, and academies of the economic and financial sectors should strengthen coordination with the Vietnam Fatherland Front and member organizations to organize training courses, foster skills and expertise in economics, business administration, foreign languages, and digital skills for the team of private enterprises, creative start-ups, and business households; mobilize successful entrepreneurs to participate in training, share experiences, and inspire the team of entrepreneurs in private economic enterprises and business households in developing production, business, and the spirit of entrepreneurship and starting a business.
Vice President Ha Thi Nga requested member organizations, especially socio-political organizations and mass organizations, to step up propaganda and mobilization work to raise awareness among union members, members and the business community about the position and role of the private economy in the socio-economic development of the locality and the country. She also called on the business community to promote its pioneering role, strive to innovate, and join and accompany the Vietnam Fatherland Front in patriotic emulation movements, social security work, sustainable poverty reduction, environmental protection and household economic development, contributing to strengthening the great national unity bloc.
