Hai Phong determined to complete GRDP growth target of 12.35%

On the afternoon of October 9, the Hai Phong City Party Committee held its first conference to evaluate the situation in the past 9 months and deploy tasks for the last 3 months of 2025. The conference focused on drastic solutions to complete the set goals, creating momentum for the 2026-2030 period.

The report at the Conference said that in the past 9 months, Hai Phong city continued to maintain high growth momentum, affirming its role as a regional economic locomotive. Gross Regional Domestic Product (GRDP) increased by 11.59%, ranking 2nd in the country. Budget revenue increased by over 30.6% over the same period. In particular, domestic investment attraction reached a record with an increase of 11.9 times over the same period last year. The fields of industry, services, trade and tourism all had positive developments. Strategic infrastructure was strongly invested. The city also successfully organized the 1st City Party Congress, term 2025-2030, marking an important development step after merging with Hai Duong province. The 2-level local government model operates stably and effectively.

However, Hai Phong city still faces many difficulties and challenges in the last months of 2025. Some important targets have not reached the plan such as GRDP growth rate, industrial production index, foreign investment attraction. The progress of disbursement of public investment capital is still large to complete the target of 100%. The operation of the 2-level local government model still has some problems that need to be resolved.

To complete the set goals, Hai Phong City Party Secretary Le Tien Chau requested the entire city to concentrate all its efforts and urgently implement the Resolution of the City Party Congress and the Resolution of the Party Congresses at all levels. Mr. Le Tien Chau emphasized: "The entire city's political system mobilizes maximum resources, promptly removes barriers, resolutely and effectively organizes the implementation of the set tasks to ensure the completion of the growth target of 12.35%".

Hai Phong City also strives to disburse 100% of public investment capital and complete procedures to establish a Special Economic Zone in 2025. At the same time, continue to affirm its position as a "safe, attractive and reliable destination" for FDI capital flows. At the Conference, the Hai Phong City Party Committee unanimously approved the issuance of a Resolution on building Hai Phong into a drug-free city and a Resolution on establishing a new generation Free Trade Zone in Hai Phong.
