Hai Phong unanimously issued a resolution to establish a new generation free trade zone.

The Hai Phong City Party Committee unanimously approved the issuance of a Resolution of the City Party Committee, term 2025-2030, on the establishment of a new generation free trade zone in Hai Phong, at the 1st Hai Phong City Party Committee Conference, term 2025-2030. The Hai Phong free trade zone will be located in the Southern Hai Phong coastal economic zone and Dinh Vu - Cat Hai economic zone.

The new generation free trade zone will be established in 2025 according to Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, with the goal of turning this place into a center of production, logistics, trade - services, high technology and international finance, thereby promoting high-tech industry, innovation and digital transformation, contributing to making Hai Phong the core of a modern marine economic zone. The establishment of the new generation free trade zone is a strategic step to create new growth space, develop a complete production - logistics ecosystem and attract high value-added investment projects.

Hai Phong Free Trade Zone is expected to have an area of ​​about 6,292 hectares, located in the Southern Coastal Economic Zone of Hai Phong and Dinh Vu - Cat Hai Economic Zone, with the nature of a comprehensive Free Trade Zone, distributed in 3 locations not adjacent to functional areas including production area; port and port logistics area; trade - service area and other types of functional areas according to the provisions of law.

Specifically, location 1 is located within the Southern Hai Phong Coastal Economic Zone in Chan Hung and Hung Thang communes, with an area of ​​approximately 2,923 hectares. Location 2 is located within the Dinh Vu - Cat Hai Economic Zone, including Nam Dinh Vu Industrial Park (Zone 2) and the duty-free zone and Nam Dinh Vu Industrial Park (Zone 1), with an area of ​​approximately 1,077 hectares. Location 3 is located within the Dinh Vu - Cat Hai Economic Zone on Cat Hai Island, Cat Hai Special Zone, with an area of ​​approximately 2,292 hectares.

Regarding the roadmap, Hai Phong Free Trade Zone will be implemented in phases. Phase 1 (2025-2030) completes the legal framework, infrastructure and piloting. In particular, in 2025, Hai Phong Free Trade Zone will be established; a number of pilot mechanisms and policies will be immediately applied to the area of ​​Dinh Vu - Cat Hai Economic Zone; planning, investment and construction work will be carried out in the area of ​​Hai Phong Southern Coastal Economic Zone; prioritizing investment in completing connecting infrastructure, seaports and key logistics functional areas; completing the management and operation model and building coordination regulations in administrative management and customs management in Hai Phong Free Trade Zone; focusing on building a specific legal framework and decentralization mechanism.

In 2026 - 2028, continue to promote the thorough application of all pilot mechanisms and policies in Hai Phong Free Trade Zone for the area of ​​Dinh Vu - Cat Hai Economic Zone; continue to carry out procedures on planning, approving investment policies, and construction for functional sub-zones; deploy the work of attracting and selecting investors to invest in a number of key infrastructure projects according to the approved planning scheme to soon put them into operation and attract investment according to the list of priority industries and occupations.

In 2028 - 2030, promote all pilot mechanisms and policies at Hai Phong Free Trade Zone for areas belonging to Dinh Vu - Cat Hai Economic Zone; basically complete technical infrastructure and promote the thorough application of all pilot mechanisms and policies at Hai Phong Free Trade Zone for areas belonging to Hai Phong Southern Coastal Economic Zone.

Phase 2 (2030 - 2035), continue to promote the effectiveness, synchronize pilot mechanisms and policies and comprehensively complete the infrastructure of Hai Phong Free Trade Zone. Accordingly, research, complete, amend and supplement relevant current legal regulations; complete the entire infrastructure system and functional areas for the remaining locations, and continue to expand Hai Phong Free Trade Zone.

At the same time, implement comprehensive incentives, expand the scale and area of ​​functional areas, continue to implement planned port and urban projects. At the same time, promote deep connection and integration between Hai Phong Free Trade Zone and industrial parks and clusters in the city, forming a complete production and logistics ecosystem, strengthening the supply chain for key industries; attract investment projects in industries with higher added value such as green industry, bio-industry; develop high-quality support services such as R&D, consulting, technology finance to serve businesses in the region; enhance the application of digital technology in management, operation of seaports and logistics activities to optimize efficiency and reduce costs.

At the first Hai Phong City Party Committee meeting, term 2025-2030, held on the afternoon of October 9, Hai Phong City Party Committee Secretary Le Tien Chau requested the entire city's political system to mobilize maximum resources, promptly remove barriers, resolutely and effectively organize the implementation of the set tasks, to ensure the completion of the 12.35% growth target, creating momentum for the growth target for the period 2026 - 2030. The fields of industry, services, trade, and tourism all had positive developments; strategic infrastructure was focused on investment.
