Announcement of adjustment of master plan for construction of Dinh Vu - Cat Hai Economic Zone to 2045

On the afternoon of October 10, Hai Phong Economic Zone Management Board (HEZA) held a conference to announce the adjustment of the master plan for the construction of Dinh Vu - Cat Hai Economic Zone until 2045 according to Decision No. 2009/QD-TTg dated September 11, 2025 of the Prime Minister.

Speaking at the ceremony, Deputy Minister of Construction Nguyen Tuong Van affirmed that the Prime Minister's approval of the Adjustment of the Master Plan for Construction of Dinh Vu - Cat Hai Economic Zone to 2045 is of great significance to the development of Hai Phong.

Deputy Minister Nguyen Tuong Van requested the Hai Phong Economic Zone Management Board and departments and branches to maximize the mechanisms and policies of Resolution 225/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, developing the Hai Phong Free Trade Zone into an international center for production, logistics, trade - services, high technology and finance.

Deputy Minister Nguyen Tuong Van also requested the Economic Zone Management Board to advise the city leaders to develop a plan to implement the planning in sync with the investment in technical infrastructure and social infrastructure systems in the Economic Zone, gradually becoming a comprehensive and modern economic zone, an attractive destination for domestic and foreign investors; organize the review, adjustment, and establishment of new zoning plans and detailed plans in accordance with the approved Planning Adjustment.

When implementing the Adjustment of the General Planning for the Construction of Dinh Vu - Cat Hai Economic Zone, Deputy Minister Nguyen Tuong Van noted that Hai Phong needs to comply with the provisions of the law; ensure national defense, security, safety in flood prevention and control, climate change, economical and effective land use, sustainable socio-economic and environmental development, avoid overlaps, disputes and complaints during the implementation process; avoid waste and loss, ensure technical infrastructure, protect the landscape and environment...

Accordingly, the adjusted master plan for the construction of Dinh Vu - Cat Hai Economic Zone until 2045 has been approved by the Prime Minister with a total area of ​​about 22,540 hectares, including two main areas. Area 1 has an area of ​​about 1,088 hectares, including Trang Due Industrial Park 1, 2 and 3 in An Phong Ward. Area 2 has an area of ​​about 21,452 hectares, belonging to the entire Nam Trieu Ward and part of Thuy Nguyen, Hoa Binh and Bach Dang Wards.

Dinh Vu - Cat Hai Economic Zone is a comprehensive marine economic zone, an important economic development center of the Northern coastal region and the country; an international trade gateway, a marine economic center, multi-industry, multi-field; an economic zone with modern and synchronous technical and social infrastructure associated with environmental protection, sustainable development, ensuring national defense and security. The population size by 2035 is about 405,000 people, by 2045 is about 690,000 people. The construction area by 2035 is about 15,955 hectares and by 2045 is about 19,468 hectares.

The development model and structure are divided into 2 areas associated with traffic axes such as: National Highway 10, Hanoi - Hai Phong - Quang Ninh expressway, Lao Cai - Hanoi - Hai Phong railway, 3-city beltway and Lach Tray, Bach Dang, Cam rivers and Lach Huyen estuary facing the sea.

The spatial development orientation is divided into 4 main sub-zones including: Northern industrial urban area of ​​the Economic Zone; Industrial service urban area of ​​Dinh Vu peninsula and Trang Cat; Industrial, service and urban area of ​​Cat Hai island; Trang Due industrial area.

The total area of ​​industrial parks in the economic zone is about 6,477 hectares and a system of logistics centers.

The orientation of technical infrastructure development and environmental protection of Dinh Vu - Cat Hai Economic Zone until 2045 has been adjusted to include roads, railways, sea routes and airways. Dinh Vu - Cat Hai Economic Zone also has approved technical planning such as construction elevation, rainwater drainage; energy supply, water supply, wastewater collection and treatment, solid waste collection and treatment, etc.

According to Head of Hai Phong Economic Zone Management Board Le Trung Kien, over the past 15 years, Dinh Vu - Cat Hai Economic Zone has achieved high efficiency with about 9,128 hectares of land (including ports, industrial parks, urban areas) exploited and about 72.7% of this area has been filled.

Infrastructure inside and outside the economic zone has been invested in such as: Lach Huyen international port, Tan Vu bridge, highways, belt roads creating a complete logistics infrastructure network. Currently, the economic zone has completed reclaiming about 1,200 hectares of sea and is expected to continue reclaiming about 1,975 hectares of sea in the coming time to develop seaports, industrial parks, and logistics.

Regarding investment attraction, to date, the total FDI capital of Dinh Vu - Cat Hai Economic Zone has reached nearly 42.7 billion USD, accounting for 80% of the total FDI capital of Hai Phong city and 315,875 billion VND (equivalent to 13.5 billion USD) of domestic investment capital. The total number of projects to date is 1,300 projects with an investment rate of about 13 million USD/ha, 3 times higher than the national average. In the period of 2021-2025 alone, foreign investment attraction reached 19.3 billion USD.

Currently, many large investors have invested in Dinh Vu - Cat Hai Economic Zone such as: LG Group (Korea), Vingroup Group, Bridgestone Group (Japan), Pegatron Group (Korea).

In the period of 2021-2025, enterprises in Dinh Vu - Cat Hai Economic Zone have contributed to the state budget over 63,456 billion VND; contributing over 80% of the industrial production value and export value of the whole Hai Phong city. The economic zone has also created jobs for over 215,000 workers with an average salary of over 11.5 million VND/person/month. Mr. Le Trung Kien affirmed that the Hai Phong Economic Zone Management Board will continue to coordinate with departments, branches and localities to review current zoning plans and detailed plans, on that basis, adjust and establish new plans as necessary, ensuring compliance with legal regulations, avoiding overlaps...
