Hai Phong's social security policy is one step ahead - A driving force for sustainable development

Representatives of the Vietnam Fatherland Front Committee of the city, the Association for the Support of People with Disabilities and Orphans of the city, Petrolimex Hai Phong One Member Co., Ltd. (formerly the Petroleum Company of Region 3 - LLC) attended the inauguration of the charity house for Mr. Nguyen Quang Chuan, An Duong ward.

This is not just a slogan, but has become a concrete action, consistent in many programs and projects, widely deployed through the emulation movement "The whole country joins hands for the poor - No one is left behind". In this journey, the entire political system, business community and people join hands, so that every person, regardless of their circumstances, has the opportunity to rise up.

Mobilizing combined strength

In mid-July 2025, the new, spacious house of Mr. Nguyen Quang Chuan's family, 78 years old, in An Duong ward was completed to the joy of his family and neighbors. Mr. Chuan is a victim of Agent Orange with a disability rate of 60%, and his two sons were also exposed with physical injuries of more than 81%. For many years, his family lived in a severely degraded house.

Thanks to the participation of the City Association for the Protection of the Disabled and Orphans, along with the support of businesses and local authorities, Mr. Chuan's family was able to build a "House of Love" worth more than 370 million VND, of which Petrolimex Hai Phong One Member Co., Ltd. (formerly Regional Petroleum Company 3 - LLC) donated 50 million VND, along with the contribution of the City Association for Victims of Agent Orange/Dioxin, the Fatherland Front of An Duong Ward and the family...

Mr. Chuan's case is one of thousands of poor, near-poor, and disadvantaged households that have received housing and livelihood support in the past 5 years through the emulation movement "The whole country joins hands for the poor - No one is left behind" launched by the Prime Minister.

The movement mobilizes the combined strength of all levels, sectors, localities, units, business communities, and philanthropists inside and outside the city. Responding to the city's policy, the People's Councils of many localities issued specialized resolutions to support, build, and repair houses, mobilizing contributions from organizations and individuals to join hands to care for policy households and poor households to improve their lives and improve the rural and urban landscape.

Responding to the call from the Central to the city, the Hai Phong business community has become an "extended arm", contributing to spreading the spirit of social responsibility. A typical example is LG Display Vietnam Hai Phong Co., Ltd., after 8 years of working in Hai Phong, the enterprise has not only created jobs for tens of thousands of workers but also carried out more than 80 charity programs with a total cost of more than 10 billion VND to build schools, give scholarships, and support poor children.

Or Petrolimex Hai Phong One Member Co., Ltd. with more than 10 years of accompanying the city in implementing social security programs. Mr. Nguyen Khac Khai, Chairman of the Company's Trade Union, said that in parallel with production and business tasks, the enterprise always pays attention to implementing social responsibilities, each year spending 150 - 200 million VND to support house building, giving bicycles to orphans, disabled people, and Agent Orange victims, contributing to spreading the spirit of sharing in the community.

Chairman of the City Association of Agent Orange/Dioxin Victims Dang Xuan Vien informed that with the cooperation of the entire political system, organizations, businesses and individuals, in the period of 2015 - 2025, the city's Agent Orange victims will receive a total value of more than 394 billion VND, 10.2 times higher than the previous period. The specific numbers reflect the spirit of sharing spreading strongly in the community.

Social security policy goes one step ahead

Implementing Decision 666/QD-TTg of the Prime Minister, Hai Phong and Hai Duong province (before the merger) both developed 5-year and annual plans on the National Target Program for Sustainable Poverty Reduction. Particularly in the field of social security, the City People's Council issued 14 specific resolutions, helping tens of thousands of poor households and policy families to improve their housing and improve their lives.

Thanks to the joint efforts of the entire political system and the social community, by 2025, Hai Phong city (formerly) completed the poverty reduction target 1 year ahead of the Resolution of the 16th City Party Congress. The poverty rate of Hai Duong province (formerly) decreased sharply, from 2.15% in 2021 to 0.96% in 2024; near-poor households decreased to 1.3%.

Along with that, the city supports housing for 4,092 families of meritorious people; Hai Phong's social assistance standard is currently 40% higher than the national standard. The material and spiritual life of the people has gradually improved. In the period of 2021-2025, Hai Phong created jobs for nearly 60,000 workers, bringing the unemployment rate in urban areas down to below 3.5%, clearly demonstrating the view that economic development must be associated with equity and social progress.

It can be said that the emulation movement "The whole country joins hands for the poor - No one is left behind" has truly become a bright spot in Hai Phong, when all classes of people, all organizations and businesses consider sharing as a social responsibility. At the meeting with voters to prepare for the 10th session of the 15th National Assembly with voters of 13 communes and wards in the West of Hai Phong, Comrade Le Tien Chau, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City affirmed that from now until the end of 2025, the City People's Council will amend and issue resolutions related to social security issues, with the motto that whichever policy is superior and more beneficial to the people will be given priority to apply and implement. The City Party Committee Secretary affirmed that the City Party Committee and government always uphold the spirit of harmonious and fair development between localities; ensuring that all people benefit from the results of the Central Government's correct policy on merging the two localities. The city is committed to not leaving anyone behind, so that every Hai Phong resident has the opportunity to contribute and benefit in the common development journey.
