The dispatch stated that recently, due to the impact of storm No. 11, there was heavy rain over a large area in Bac Ninh province, causing extremely large floods on the banks of Cau and Thuong rivers, exceeding historical floods (the flood peak on Cau river at Phuc Loc Phuong at 9:00 p.m. on October 9 was 9.98 m, exceeding the historical flood in 2024: 0.58 m; Thuong river at Phu Lang Thuong at 3:00 a.m. on October 9 was 7.6 m, exceeding the historical flood in 1986: 0.08 m).

The dike system in the province has had many incidents threatening flood safety. Many dike routes have had to be organized to prevent overflow on a large scale (the left and right dikes of Cau, right Thuong, left Thuong - Duong Duc have been built to prevent overflow with a total length of about 11.5km). Some localities outside the dike have been flooded and isolated.
Currently, floods on river banks are still at very high levels (fluctuating at peak levels or receding but very slowly); the water level at 7:00 a.m. on October 11 on Cau River at Phuc Loc Phuong was 9.11m; Thuong River at Phu Lang Thuong was 7.25m.
To ensure the safety of dykes and respond to large floods, the Provincial Civil Defense Command requests: Department of Construction; Civil Defense Commands of communes and wards: Tam Giang, Yen Phong, Yen Trung, Tam Da, Kinh Bac, Vu Ninh, Nhan Hoa, Que Vo, Dao Vien, Phu Lang, Hop Thinh, Xuan Cam, Hiep Hoa, Van Ha, Nenh, Yen Dung, Canh Thuy, Tien Luc, My Thai, Bac Giang , Tan Tien, Tan An, Phuc Hoa, Tan Yen, Da Mai, Tien Phong, Dong Viet; One-member limited liability companies for exploitation of irrigation works of Bac Duong, Nam Song Thuong, Bac Song Thuong; Bac Ninh Electricity Company; Bac Ninh Newspaper, Radio and Television; Provincial Information Center; Dyke Management Units 1, No. 3, Hiep Hoa, Viet Yen, Tan Yen, Lang Giang, Bac Giang to urgently direct the implementation of the following contents:
Absolutely do not be subjective or negligent, continue to mobilize forces to strengthen inspection, monitoring, urging and patrolling on the dike lines to promptly detect and handle incidents from the first hour; closely monitor incidents of extrusion, seepage, landslides of dike slopes and culverts under the dike.
Maintain forces, prepare materials, vehicles, machinery and equipment to protect the dike, and be ready to handle according to the 4 on-the-spot motto.
Only operate forced drainage pumps into the river according to operating regulations approved by competent authorities, while ensuring flood safety of the dike.
Timely report to the Provincial Civil Defense Command (Standing Office: Provincial Military Command) and the Department of Agriculture and Environment (through the Irrigation Sub-Department) for advice, direction and management.
