Ensuring dike safety against exceptionally large floods on Cau River, Thuong River, and Ca Lo River

On October 10, the Ministry of Agriculture and Environment issued a dispatch on ensuring dike safety to respond to exceptionally large floods on the Cau River, Thuong River, and Ca Lo River.

Accordingly, the Minister of Agriculture and Environment : Chairman of the People's Committee of the provinces and cities: Hanoi, Thai Nguyen, Bac Ninh.

To ensure the safety of dykes, the Minister of Agriculture and Environment requested the Chairman of the People's Committee of provinces and cities to absolutely not be subjective or negligent; continue to mobilize forces to strengthen inspection, monitoring, urging and patrolling on dykes to promptly detect and handle incidents that occur from the first hour.

Localities maintain forces, prepare materials, vehicles, machinery and equipment to protect the dike. Only operate forced drainage pumps into the river according to operating procedures approved by competent authorities, while ensuring the flood safety of the dike.

Due to the impact of heavy rain after storm No. 11, on Cau River, Thuong River, and Ca Lo River, there were exceptionally large floods, exceeding history. Specifically, the flood peak on Cau River at Gia Bay at 3:00 a.m. on October 8 was 29.9m, exceeding the history of 2024 by 1.09m; at Phuc Loc Phuong at 9:00 p.m. on October 9 was 9.98m, exceeding the history of 2024 by 0.58m; Thuong River at Huu Lung at 2:00 p.m. on October 8 was 24.31m, exceeding the history of 1986 by 1.77m; at Phu Lang Thuong at 3:00 a.m. on October 9 was 7.6m, exceeding the history of 1986 by 0.08m; Ca Lo River at Manh Tan at 4:00 a.m. on October 10 was 9.75m, exceeding the historical level in 2024: 0.41m.

The dike system has had 43 incidents threatening flood safety, many dike routes have had to be built to prevent overflow on a large scale (the dikes of Cha, Ha Chau, Thai Nguyen city, left and right Cau, right Thuong, left Thuong - Duong Duc, right Ca Lo have been built to prevent overflow with a total length of about 20 km).

Currently, floods on rivers are still maintained at very high levels (fluctuating at peak levels or receding but very slowly); water level at 8:00 a.m. on October 10 on Cau River at Phuc Loc Phuong was 9.91m, Thuong River at Phu Lang Thuong was 7.5m, Ca Lo River at Manh Tan was 9.73m.
