Summary of work in the first 6 months of 2025 on science, technology development, innovation and digital transformation

On the morning of July 2, 2025, the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation (Steering Committee) held a live and online conference connecting to provincial and commune-level bridges across the country to review the work of the past 6 months and deploy key tasks for the last 6 months of 2025.

In the first 6 months of 2025, under the strong direction of the Central Steering Committee and the active participation of ministries, branches and localities, the implementation of Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and digital transformation (Resolution 57) has achieved many outstanding results. Each specific task is clearly assigned, closely monitored, and associated with the responsibility of the head. The Resolution 57 Monitoring and Evaluation System and the System for receiving feedback, recommendations and initiatives in the fields of science, technology, innovation and digital transformation have been put into operation. These two important tools help monitor the progress and results of task implementation in a transparent and timely manner, contributing to modernizing the direction and administration work, overcoming the situation of formal reporting.

The Secretariat has issued the Party Digital Transformation Architecture version 3.0, along with regulations on management and exploitation of the Electronic Operational Management System. The Party Central Office has deployed document management software, paperless meeting rooms, and connections down to the commune level. These steps have created new breakthroughs, fundamentally changing the Party's leadership and direction methods, moving towards building an electronic Party and a digital Party.

To date, the country has deployed 12,106 5G stations, covering more than 26% of the population, aiming for 90% of the population to have access to 5G by the end of 2025. The specialized data transmission network infrastructure serving Party and State agencies has been connected from the central to the commune level (currently completed connection to 3,319 communes and wards; and the special zones of Truong Sa and Hoang Sa). At the same time, the construction of large-scale data centers is being accelerated, forming a national data infrastructure, connecting systems from the central to local levels.

In recent times, in order to develop science, technology and innovation, the Government has issued 11 lists of strategic technology groups focusing on key areas with great spillover effects, creating many great strides. The Ministry of Science and Technology has attracted and gathered 277 experts to participate in key programs on artificial intelligence. Currently, there are more than 73,000 digital technology enterprises in operation; 858 science and technology enterprises; 45 high-tech enterprises. Thereby, it has contributed to removing difficulties and obstacles in the process of implementing tasks on digital transformation and innovation. At the same time, many resources have been mobilized to participate in creating more resources, motivation and intelligence for the digital transformation, development of science, technology and innovation of the country.

However, the implementation process also encountered many new difficulties and obstacles, requiring stronger and more drastic solutions, maintaining the spirit of "determination, perseverance, steadfastness, and doing everything to strengthen the trust of the whole society", especially ensuring that 100% of communes can directly report on the electronic system, minimizing paper reports and shortening information processing time. At the same time, the Steering Committee, the Standing Agency and the Working Group continue to strengthen independent inspection and supervision, promptly detect bottlenecks and handle them right at the grassroots level.

At the conference, Prime Minister Pham Minh Chinh affirmed that implementing Resolution 57 is a difficult task, but determined that this is "a must". Therefore, it is necessary to promote the role and responsibility of the leader, this is the most important factor, the person who leads, motivates and inspires the whole team and system. At the same time, he noted a number of issues that need attention in the coming time, especially promoting the improvement of institutions, policy mechanisms, creating an open environment for research, investment and development; strengthening the mobilization of social resources, not relying on State resources, focusing on mobilizing and encouraging resources from the people, from public-private partnership, "3-house" cooperation; focusing on perfecting and developing infrastructure, moving towards building databases and smart facilities; developing and improving the quality of human resources associated with promoting the "digital literacy" movement; promoting decentralization and delegation of power associated with strong reform of administrative procedures.

Speaking at the conference, General Secretary and Head of the Central Steering Committee To Lam commended, acknowledged and highly appreciated the efforts and outstanding results of agencies, units, localities and enterprises in implementing the tasks of science and technology development, innovation and digital transformation. At the same time, he emphasized key and important issues, especially the need to prioritize and focus on directing the urgent tasks and requirements of digital transformation. It is necessary to identify this as the "central nervous system", a universal key of strategic significance, shaping the path of rapid and sustainable development of the country in the new period, especially in the context that we are striving to complete the goals of the term and the 2-level local government model has officially operated in 34 provinces and cities since July 1, 2025.

In addition, General Secretary and Head of the Central Steering Committee To Lam noted that the plans and platforms are vivid manifestations in the implementation of the Party's policies and resolutions, opening up a more scientific, modern, transparent and effective way of doing things, shifting from traditional ways of doing things to applying digital technology, directing and operating based on data, real time, evaluating the effectiveness in a substantial way, clearly defining collective and individual responsibilities. Thereby, requiring agencies, units and localities to urgently develop sub-law documents, promulgate mechanisms and policies on science and technology development, innovation, digital transformation associated with removing institutional bottlenecks. Urgently develop a clear plan, with a specific strategy to implement key tasks in the last 6 months of the year to achieve the best results. Strengthen guidance and training for ministries, branches and localities to master how to operate the electronic task management system. Standardize indicators and data to be included in the monitoring and evaluation system, ensure that "words must go hand in hand with actions", and avoid the existence of formal reporting... Accelerate the development of digital infrastructure and digital data, creating a synchronous platform from the central to local levels. This is a vital task for the new apparatus to operate effectively. It is necessary to strongly develop high-quality human resources, especially in key technology fields. Focus on allocating financial resources in a concentrated and effective manner, avoiding dispersion and formality. At the same time, strengthen inspection and supervision work to ensure substance and effectiveness.

Previously, also at the conference, the Central Party and State leaders simultaneously pressed the button to activate the launch of 03 application platform systems serving the implementation of Resolution No. 57, including: The Communist Party of Vietnam Electronic Information Portal; Information system for monitoring and evaluating the implementation of Resolution 57; Information system for receiving and processing feedback, recommendations, initiatives, and solutions for science and technology development, innovation, and national digital transformation./.
