Propagating legal policies on traceability, electronic labels and digital passports

On the afternoon of July 9, at Aeon Mall Hai Phong, the Department of Standards, Metrology and Quality, the Department of Science and Technology (KH&CN) coordinated with the National Barcode Center to organize a conference on "Propaganda and dissemination of some new contents on the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; electronic labels and digital passports".

Attending the conference were leaders of the Department of Science and Technology; Mr. Bui Ba Chinh, Acting Director of the National Barcode Center; Head of the Department of Standards, Metrology and Quality Hoang Thi Hong Ngoc; representatives of leaders of several communes and wards and nearly 200 related enterprises and units.

Speaking at the Conference, Head of the Department Hoang Thi Hong Ngoc said: The Conference is an important event, aiming to provide information and raise awareness of new legal regulations related to product quality, goods, electronic labels and digital passports; Help businesses, organizations and individuals better understand their responsibilities and obligations in complying with new legal regulations; Encourage proper implementation of regulations, contributing to ensuring product quality, goods and protecting consumer rights. At the same time, we hope that state management agencies continue to improve the legal framework, strengthen training, coaching and supervision of implementation; Enterprises need to proactively apply technology, participate in the National Traceability Portal, integrate electronic labels and comply with immigration regulations; People and communities need to raise awareness of the role of these tools, use digital platforms to check product information and carry out administrative procedures conveniently.

At the Conference, experts from the National Barcode Center presented important new points of the Law amending and supplementing a number of articles of the Law on Product and Goods Quality, which was passed by the National Assembly on June 18, 2025, and will take effect from January 1, 2026. Specifically, there are 9 new points including: converting the product classification model from group 1-2 to 3 risk levels; converting from pre-inspection to post-inspection; national digital platform when for the first time regulating a unified digital management system; national quality infrastructure (NQI); mandatory traceability applying product digital passports for high-risk goods; clear responsibility management according to the principle of "one product, one management point"; specific support for businesses when funding 100% of testing costs for key export products; e-commerce management with separate regulations for digital platforms and sellers; strict sanctions.

Within the framework of the conference, delegates were introduced to an overview of electronic labels, traceability tools and supply chain transparency; an overview of product digital passports and international regulations on product digital passports; integration of electronic labels, digital passports and e-commerce; and were guided to practice creating and applying electronic labels for a number of product groups, creating and applying digital passports for products with export potential of Vietnam.

The conference is not only important in promoting, raising awareness and ensuring law enforcement on product quality, goods, electronic labels and digital passports, but also a forum to disseminate policies, discuss, share experiences, propose solutions and commit to action for a transparent, modern and sustainable economy that contributes to promoting the development of the whole society./.
