At the working session, Comrade Vi Duy Thiem - Deputy Chief of Office, Provincial Inspectorate reported in detail on the implementation process of policies and guidelines from the Central to local levels, including Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and Plan No. 28/KH-UBND dated January 21, 2025 of the People's Committee of Quang Ninh province. In particular, in the comprehensive digital transformation work in the spirit of Resolution No. 09-NQ/TU of the Quang Ninh Provincial Party Committee and Action Program No. 2163/CTr-UBND of the Provincial People's Committee.

The Provincial Inspectorate has established a Steering Committee for Digital Transformation, issued annual implementation plans; focused on propaganda, training, and application of information technology in professional work, increased investment in information technology infrastructure, promoted the use of shared software, email systems, digitized and signed documents right from the stage of receiving, processing, and returning results. In particular, 100% of cadres and civil servants have been equipped with personal digital signatures and terminal devices for high-speed WAN connection, ensuring network information security and protecting state secrets;...
In addition to positive results, the Provincial Inspectorate also pointed out a number of difficulties such as: limitations in database integration between national and local systems, lack of high-quality human resources in technology, problems in software investment procedures, as well as lack of funding to effectively implement digital transformation contents as required.
On that basis, the Provincial Inspectorate proposed 05 proposals for the Department of Science and Technology to support: Support the appraisal of investment dossiers for purchasing application software; Develop an inspection process to ensure 50% of activities are carried out through the digital environment; Strengthen coordination in training digital skills, attracting high-quality human resources; Deploy electronic ISO and comprehensive digitization of inspection records; Coordinate propaganda to raise awareness of innovation and digital transformation.
Speaking at the working session, Comrade Nguyen Thi Hue - Chief Inspector of the province affirmed: In recent years, the Provincial Inspectorate has focused on applying new technology solutions, modernizing the infrastructure system, developing a team of staff with digital skills, and gradually improving the quality of service to the people;... Concluding the working session, Comrade Cuong - Member of the Provincial Party Committee, Party Secretary, Director of the Department of Science and Technology affirmed the efforts and positive results that the Provincial Inspectorate has achieved in the past time. He emphasized the role of digital transformation in administrative reform and modernization of inspection activities, considering this a key driving force to improve the effectiveness and efficiency of state management in the field of inspection and examination. At the same time, he requested the Provincial Inspectorate to continue to complete detailed reports. Specify the role and tasks of the Provincial Inspectorate in organizing the implementation of the goals and targets of Resolution 57, especially in inspecting, supervising and evaluating the implementation results in units and localities; Pay attention to and prioritize the implementation of 5 key task groups of Resolution 57-NQ/TW, thereby creating strong, substantial and sustainable changes.
