Quang Ninh Department of Science and Technology works with the Department of Telecommunications - Ministry of Science and Technology to remove obstacles in telecommunications infrastructure and digital transformation.

On the morning of June 5, 2025, the working delegation of the Department of Science and Technology (KH&CN) of Quang Ninh province had a working session with the Department of Telecommunications - Ministry of Science and Technology at the headquarters of the Department of Telecommunications. The purpose of the working session was to discuss and resolve difficulties and obstacles in the telecommunications sector related to the implementation of Resolution No. 57-NQ/TW, Resolution No. 71/NQ-CP and related documents on national digital transformation.

Attending the meeting, on behalf of the Department of Telecommunications - Ministry of Science and Technology, there were Mr. Nguyen Thanh Chung - Director of the Department of Telecommunications - Ministry of Science and Technology; Mr. Nguyen Anh Cuong - Deputy Director of the Department of Telecommunications - Ministry of Science and Technology and leaders and experts of specialized departments. On behalf of the Department of Science and Technology of Quang Ninh, there were Mr. Nguyen Manh Cuong - Provincial Party Committee member, Party Committee Secretary, Director of the Department of Science and Technology as Head of the delegation; Ms. Vu Thi Kim Chi - Deputy Director of the Department of Science and Technology; and leaders and experts of the Department of Post - Telecommunications and Standards and Quality Measurement. The meeting was also attended by leaders of telecommunications enterprises in Quang Ninh province such as Quang Ninh Telecommunications and Viettel Quang Ninh.

Speaking at the meeting, Comrade Nguyen Manh Cuong - Member of the Provincial Party Committee, Party Secretary, Director of the Department of Science and Technology of Quang Ninh emphasized the important significance of the meeting in the close coordination between central and local state management agencies to promote the development of telecommunications infrastructure and national digital transformation. He also pointed out the shortcomings and difficulties that Quang Ninh province is facing in reality, such as wave depressions in mountainous areas, islands, new industrial zones; difficulties in coordinating the shared use of technical infrastructure; and the need to propagate the impact of electromagnetic waves in the community.

Quang Ninh focuses on promoting investment in scientific research, technology and innovation.

At the working session, the delegation of the Department of Science and Technology of Quang Ninh proposed many specific recommendations: Support the completion of the passive telecommunications infrastructure planning for the period 2025-2030, with a vision to 2035; Provide guidance on determining the suitability of temporary telecommunications works when the planning has not been issued; Accompany the development of the province's digital infrastructure development plan until 2030; Support coverage of concave areas, especially difficult areas and Ha Long Bay; Provide guidance on the shared use of technical infrastructure; promote scientific and formal propaganda on the impact of electromagnetic waves; Support the implementation of digital maps for managing telecommunications infrastructure and coverage areas in the locality.

At the meeting, Mr. Nguyen Thanh Chung - Director of the Department of Telecommunications - Ministry of Science and Technology acknowledged the proposals of the working delegation of the Department of Science and Technology of Quang Ninh province, and committed to accompany, guide, and closely coordinate in planning, policy development and implementation of contents related to telecommunications infrastructure, especially in the digital transformation period. He also emphasized the importance of effective coordination between central and local management levels to promptly remove obstacles and implement tasks in a synchronous and effective manner.

The two sides agreed to continue maintaining a regular coordination mechanism, promptly updating information, providing professional guidance and sharing data to improve state management capacity in the telecommunications sector and promote the construction of a digital platform in Quang Ninh.

The working session demonstrated high consensus and determination to join hands in building a modern telecommunications system, actively contributing to the socio-economic development and sustainable digital transformation of Quang Ninh province./.
