Preparatory session of the 1st Government Party Congress, term 2025

Attending the Congress were 453 official delegates (including 60 ex-officio delegates, 157 officially appointed delegates and 236 elected delegates), representing over 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee; along with about 120 invited delegates.

At the preparatory session, the Congress elected the Presidium, the Secretariat, and the Delegate Qualifications Examination Board; approved the Congress's Working Program and Working Regulations; announced the assignment of discussion groups, and provided discussion instructions at the Congress and in the groups.

The 1st Congress of the Government Party Committee for the 2025-2030 term is the first Congress of the Government Party Committee under the new organizational model, taking place in the context that the entire Party, people and army are striving and determined to successfully complete the socio-economic development goals for 2025 and the 5-year period of 2021-2025; competing to achieve achievements to welcome the 14th National Congress of the Party.

Held over two days, October 12-13, the Congress has the theme "Building a clean and strong Government Party organization; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, prosperity, civilization, prosperity, and happiness".

The motto of the Congress is: "Solidarity and discipline - Democratic innovation - Breakthrough development - Close to the people".

The Congress will summarize and evaluate the results of the 2020-2025 term, review the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; determine the directions, goals, tasks and solutions for the 2025-2030 term; discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.

In recent times, the Government Party Committee has issued plans, guidelines, leadership, and direction to strictly implement the Politburo's Directives and Conclusions, regulations, and instructions of the Central Committee on organizing party congresses at all levels and preparing for the 1st Government Party Congress, term 2025-2030. By August 28, 2025, 100% of the Party Committees and affiliated Party cells had completed the organization of the congress, ensuring the content and progress as required.

The draft documents submitted to the Congress were prepared seriously, methodically, scientifically, intellectually, democratically and in accordance with regulations, including: Political report; Report reviewing the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; Congress Resolution; Action Program to implement the Resolution of the 1st Government Party Congress.

On the occasion of the Congress, the Government Party Committee directed the organization of a photo exhibition on achievements and results of the 2021-2025 term of affiliated Party Committees; exhibition of achievements in science and technology, innovation and digital transformation; exhibition of achievements in economic, cultural and social development.

Before the preparatory session, delegates attending the Congress laid wreaths, visited President Ho Chi Minh's Mausoleum, and laid wreaths and offered incense at the Monument to Heroes and Martyrs on Bac Son Street.
