The Department of Science and Technology works with the Department of Finance on the implementation of scientific, technological, innovation and digital transformation activities.

On the morning of March 18, 2025, at the headquarters of Inter-agency No. 02, the Department of Science and Technology (DOST) worked with the Department of Finance (DFO) on the implementation of science, technology, innovation and digital transformation (S&T) activities.

Attending the meeting, on behalf of the Department of Science and Technology, there were Mr. Phan Dang Chinh - Deputy Director of the Department, Ms. Vu Thi Kim Chi - Deputy Director of the Department, along with leaders of departments and units under the Department of Science and Technology and representatives of the Department of Home Affairs. On behalf of STC, there were Mr. Bui Tuan Anh - Deputy Director of the Department and leaders of departments and units under STC. At the meeting, representatives of STC reported on the results of implementing Resolution 13/NQ-TU dated April 28, 2023 of the Provincial Party Committee "On the development of science and technology and innovation to 2023" and Action Program No. 2163/CTr-UBND dated August 9, 2023 of the Provincial People's Committee on the implementation of Resolution No. 13-NQ/TU. Implementing Resolution No. 13-NQ/TU and Action Program No. 2163/CTr-UBND, STC has issued plans and documents to lead and direct the implementation.

In the 2021-2024 period, the contribution of total factor productivity (TFP) to the province's economic growth is maintained at over 50%. 100% of public investment projects using provincial budget capital have had their project technology appraised before being submitted to competent authorities for approval of investment policies. 100% of non-state budget investment projects have been appraised or have comments on project technology when approving investment policies.

Regarding the results of implementing the groups of tasks and solutions of Action Program No. 2163/CTr-UBND dated August 9, 2023 and Plan No. 108/KH-UBND dated April 19, 2024 of the Provincial People's Committee, STC has directed the dissemination, propaganda, information dissemination and implementation of Resolution No. 13 and Action Program No. 2163 to all Party members and civil servants of the Department.

Many modern techniques have been applied in medical examination and treatment at hospitals in Quang Ninh province.

Every year, STC has compiled and submitted to the Provincial People's Committee for decision on assigning targets and tasks of the province's socio-economic development plan, including targets on science, technology and innovation for implementation by Departments, branches and People's Committees of localities.

In 2023, STC advised the Provincial People's Committee to issue Plan No. 110/KH-UBND dated April 26, 2023 on supporting small and medium enterprises in Quang Ninh province on digital transformation in 2023. In 2024, STC advised the Provincial People's Committee to issue Plan No. 152/KH-UBND dated June 17, 2024 on supporting small and medium enterprises in the period of 2024-2026, including the content of supporting small and medium enterprises on digital transformation, technology support, human resource development support and creative start-up support, and at the same time assigned tasks to Departments and branches to implement.

STC has chaired the organization of the Project on Human Resource Development of Quang Ninh Province to 2025, with a vision to 2030, which has been approved by the Provincial People's Committee, and the Project on Enterprise Development, Creative Start-ups and Key Product Development, Brand Building of Quang Ninh Province to 2025, with a vision to 2030.

At the same time, advise the Provincial People's Committee to arrange funding to implement programs and tasks on science and technology; advise and arrange for sectors to perform tasks of applying science and technology in management and implementation of professional tasks such as healthcare, education and training, information and communication, etc.

Currently, STC is drafting a Plan to implement Plan No. 28/KH-UBND of the Provincial People's Committee. STC is assigned to preside over monitoring and evaluating 3/36 targets and preside over and coordinate with relevant Departments, branches and units to implement 13/72 tasks of the Plan.

Speaking at the working session, leaders of the Department of Science and Technology and departments and units of the Department of Science and Technology assessed that STC has coordinated very well in implementing science and technology, innovation and digital transformation activities in recent years.

Regarding the contents that need to be coordinated in the coming time, Mr. Phan Dang Chinh - Deputy Director of the Department emphasized that STC needs to continue to pay attention to implementing the assigned contents in Action Program No. 2163/CTr-UBND and Plan No. 28/KH-UBND dated January 24, 2025 of the Provincial People's Committee on implementing Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Action Program No. 46-CTr/TU dated January 15, 2025 of the Provincial Party Standing Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Specifically: Develop a plan to implement Plan No. 28/KH-UBND; Deploy specific mechanisms on investment, public investment, public procurement of products that are the results of scientific research and technological development, digital products and services; Research and develop key programs for science and technology development, innovation and digital transformation associated with economic sectors with strengths and potential of Quang Ninh province; Develop and implement a plan to encourage the development of scientific organizations, scientific enterprises, and FDI enterprises; Deploy public-private partnership policies to research and develop strategic technologies, new digital infrastructure, new digital services, data, and digital technology human resource training; Deploy and implement a plan to implement the program on human resource development for the semiconductor industry until 2030, with a vision to 2050 in the province; Deploy a digital transformation project for enterprises, especially small and medium enterprises, cooperatives, and business households; Build an investment promotion program, calling on large technology corporations and leading research organizations in the world to invest in Quang Ninh in key areas...

At the same time, it is necessary to pay attention to implementing Plan No. 59/KH-UBND dated March 1, 2022 of the Provincial People's Committee on comprehensive digital transformation of Quang Ninh province by 2025, with a vision to 2030. In which, STC is responsible for balancing the budget, proposing the implementation budget to advise the Provincial People's Committee for consideration, and arranging funds to implement according to regulations for digital transformation, developing e-government, and sustainable smart cities according to assigned tasks; Preside over and advise on the implementation of the Project on human resource development of Quang Ninh province for the period 2021-2025, focusing on high-quality IT-Communications human resources...

Comrade Bui Tuan Anh - Deputy Director of STC has received the opinions of the leaders of the Department of Science and Technology and the departments and units under the Department of Science and Technology. STC will actively coordinate with the Department of Science and Technology and related departments and branches to effectively implement key tasks in the coming time.
