The Department of Science and Technology works with the Department of Culture, Sports and Tourism (DCT) on the implementation of scientific, technological, innovation and digital transformation activities.

On the afternoon of May 6, 2025, the Department of Science and Technology (DOST) had a meeting with the Department of Culture, Sports and Tourism (CST) on the implementation of science, technology, innovation and digital transformation (ST&DT).

The delegation of the Department of Science and Technology was led by Mr. Nguyen Manh Cuong - Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department. The delegation included Mr. Phan Dang Chinh - Deputy Secretary of the Party Committee, Deputy Director of the Department of Science and Technology and leaders of specialized departments and units under the Department. On the side of the Department of Culture, Sports and Tourism, there were Mr. Nguyen Viet Dung - Member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism; Mr. Nguyen Thuy Yen - Deputy Director of the Department of Culture, Sports and Tourism; Ms. Nguyen Thi Thanh Thuy - Deputy Director of the Department of Culture, Sports and Tourism, and representatives of leaders of specialized departments.

At the meeting, the Department of Culture, Sports and Tourism reported many outstanding results in the implementation of policies from the central to local levels, including Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and Plan No. 28/KH-UBND dated January 21, 2025 of the People's Committee of Quang Ninh province. In particular, in the comprehensive digital transformation work in the spirit of Resolution No. 09-NQ/TU of the Quang Ninh Provincial Party Committee and Action Program No. 2163/CTr-UBND of the Provincial People's Committee.

The Department of Culture, Sports and Tourism has implemented the digitization of tangible and intangible heritage; built specialized databases; applied interactive technology in museums and relics. In tourism, the Department of Culture, Sports and Tourism has developed digital maps, virtual tour guides, and online service booking systems, gradually integrating them into the province's smart tourism system. In the field of sports, the Department of Culture, Sports and Tourism has applied technology in training, analyzing competition techniques and monitoring athlete indicators. In addition, a number of provincial-level scientific topics have also been implemented related to heritage conservation, tourism product development and technology application in event organization.

However, in the implementation process, the Department of Culture, Sports and Tourism still faces many difficulties and limitations in awareness and implementation capacity in some units; lack of human resources in information technology and artificial intelligence; inadequate digital infrastructure; unsynchronized and unconnected databases; policies have not kept up with practical requirements;...

The Department of Culture, Sports and Tourism proposed a number of key solutions: Building a technology transfer model suitable for the industry; researching and applying science and technology in heritage conservation; supporting the digitization of specialized data; promoting the application of technology in tourism promotion and event organization; coordinating the organization of scientific seminars and training to improve the capacity of professional staff.

Speaking at the meeting, Mr. Nguyen Manh Cuong highly appreciated the efforts and initial results of the Department of Culture, Sports and Tourism in applying science and technology, innovation and digital transformation. He requested the Department of Culture, Sports and Tourism to continue raising awareness, building a team of specialized human resources, perfecting technological infrastructure and strengthening inter-sectoral coordination to promote the implementation of science and technology tasks in the coming time.

Regarding the proposals and recommendations of the Department of Culture, Sports and Tourism, the Department of Science and Technology will synthesize, research and report to the Provincial People's Committee for consideration and direction according to the assigned functions and tasks. The two sides agreed to continue to coordinate in developing a science and technology task plan suitable to the practical needs of the industry in 2025 and the following years.
