Quang Ninh organizes a conference on data and artificial intelligence (AI) applications to serve governance and sustainable development of Quang Ninh province.

On the morning of April 21, 2025, in Ha Long City, Quang Ninh Province held a Conference on the application of data and artificial intelligence (AI) to serve the governance and sustainable development of Quang Ninh Province. The Conference aims to disseminate and implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (ST&I, ST&I & DI); Resolution No. 71/NQ-CP dated April 1, 2025 of the Government on promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution No. 57). The Conference was organized by the Department of Science and Technology.

Attending the conference were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Bui The Duy, Alternate member of the Party Central Committee, Deputy Minister of Science and Technology; Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee. The conference was organized in person and online to connecting points in the province. The conference connected online to 190 connecting points of sectors and localities in the province with a total of 3,000 delegates attending in person and online.

Speaking at the opening of the Conference, Comrade Pham Duc An - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: In recent years, Quang Ninh has always been a bright spot, a pioneer in administrative reform, developing technology infrastructure, building e-government and digital government.

He hopes that through this Conference, Quang Ninh province can: Build an effective, synchronous and long-term visionary Data strategy; Promote the application of AI in the direction and administration of the province and grassroots levels, and apply it in the fields of socio-economic development; Build mechanisms and policies to develop high-quality digital human resources; Build a sustainable digital ecosystem; Raise awareness, innovate thinking and actions of the entire political system from the province to the grassroots level about the role and importance of science and technology development, innovation and digital transformation; effectively implement the movement "popular digital education"...

Quang Ninh province commits to accompany and create the most favorable conditions to realize effective initiatives and models to make Quang Ninh a pioneer in applying data and artificial intelligence in governance and sustainable development.

At the Conference, Comrade Bui The Duy - Alternate Member of the Party Central Committee, Deputy Minister of Science and Technology delivered a speech to convey and direct the national strategy on science and technology development, innovation, the role of Data and AI in the digital transformation process. He emphasized: To meet the development requirements in the current context and challenges, agencies, departments, businesses, and staff of Quang Ninh need to update new technologies and change the way of working to create new, higher labor efficiency than before.

Also at the Conference, Expert Laura Nguyen - CEO at GenAI Fund, Country Director of Ava Labs in Vietnam, founding advisor of Arcanic AI shared about "Artificial Intelligence in serving people, businesses and local governments - From practical applications to effective implementation orientation".

Prof. Dr. Ho Tu Bao - Director of the Data Science Laboratory of the Vietnam Institute for Advanced Study in Mathematics (VIASM), Scientific Director of the John von Neumann Institute of the National University, Ho Chi Minh City; member of the Provincial Advisory Council on Science and Technology Development, Innovation and Digital Transformation in Quang Ninh province presented the topic "Doing 18 with 57 sharing opinions on implementing Resolution 18 with Science and Technology, Innovation and Digital Transformation".

Comrade Cao Tuong Huy - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy of the Steering Committee on Science and Technology Development, Innovation and Digital Transformation and Project 06 of Quang Ninh province launched the movement "Digital Literacy for All".

Comrade Cao Tuong Huy emphasized: To successfully carry out the task of "Digital Education for All", Quang Ninh province calls for the unanimous participation of the entire political system, businesses, organizations, scientists and all people to be determined to study, update, and raise awareness of digital transformation, digital skills... Quang Ninh province creates all favorable conditions in terms of infrastructure, resources and policies so that the "Digital Education for All" program can be implemented effectively and practically.

In his speech directing and concluding the Conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee on Science and Technology Development, Science and Technology, Innovation and Digital Transformation of the province emphasized: The Conference is a turning point in leadership thinking and action organization, demonstrating the strong political commitment of Quang Ninh province in effectively and substantially implementing Resolution 57 of the Politburo on national breakthroughs in science and technology, innovation and digital transformation.

He requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission and the Provincial People's Committee to direct the strong implementation of the "Digital Education for the People" program; suggested that businesses proactively connect with state agencies to propose and provide solutions and models for applying AI and digital data to serve administrative reform and improve labor productivity; Coordinate the implementation of practical training programs for officials and civil servants, especially in the use of AI tools, data management, and information security; Expand the training network, raise digital awareness in the business community and people; Participate in policy criticism, contribute ideas to the province's major orientations on data and AI development, innovation and digital economy.

The Provincial Party Secretary requested Party committees, authorities, heads of agencies and units to focus on synchronously implementing key tasks and solutions. He hoped that each cadre, party member, civil servant and public employee of the province would be the core of change from thinking to action. He believed that after the conference, cadres, party members, civil servants and public employees of the province would become digital and creative civil servants.

The conference was held during the time when the whole country was organizing many key events to celebrate the 50th anniversary of the Liberation of the South and the reunification of the country. At the same time, it transformed the goals and orientations of Resolution No. 57 of the Politburo and Resolution No. 71 of the Government into specific goals and tasks of the province, aiming at the goal of comprehensive and sustainable development of Quang Ninh province.
