In residential areas and business establishments on the island, people's awareness of fire prevention and fighting has changed positively. Business establishments in the area have proactively invested in and installed adequate fire prevention and fighting equipment, and used fire-resistant materials that meet technical standards and current regulations. Thanks to that, there have been no fires or explosions in the Co To special economic zone.
Mr. Vu Trong Vinh, Party Cell Secretary, Head of Ward 2, Co To Special Zone, affirmed: On Co To Island, houses are built with ventilation, from design to construction, there are almost no "tiger cages", so it is easy to evacuate when an incident occurs. People have been trained many times, so they have a lot of experience and a high sense of community responsibility in fire prevention and protecting the safety of the area.

Based on the results achieved in practice, Co To special zone is the first locality in the whole province to be selected by the Provincial Police to guide and deploy the model of "Commune, ward, special zone safe for fire prevention and rescue". Mr. Dinh Duc Minh, Vice Chairman of the People's Committee of Co To special zone, said: "In order for the model to be implemented on schedule and bring about real results, the locality will promote propaganda work, linking the implementation of the model with emulation movements; organize thematic activities at village party cells and residential areas to disseminate the law on fire prevention and rescue, helping cadres, party members and people grasp knowledge and comply with regulations. The locality will have a plan to invest in facilities and infrastructure to do a good job of fire prevention and rescue in the area.
Launched on September 19, the model "Commune, ward, special zone safe for fire prevention, fighting and rescue" is expected to create a breakthrough right from the grassroots. Lieutenant Colonel Pham Thai Son, Captain of the Fire Fighting Team, Fire Prevention and Rescue Police Department (Provincial Police) emphasized: From the effectiveness of the model, the unit continues to advise on expanding it across the province, thereby raising awareness and doing a good job of preventing and handling fire, explosion and accident situations right at the grassroots. Raising awareness and skills in preventing and handling fire and explosion situations right at the grassroots is a key factor in minimizing damage and ensuring safety for people.
