Immediately after the Law on Fire Prevention and Rescue of 2024 and its implementing guidelines came into effect on July 1, 2025, sectors and localities in the province actively implemented and put the new legal regulations into practice, contributing to improving the effectiveness of incident prevention and handling.

Proactively implement the new regulations.
One of the notable new points of the 2024 Law on Fire Prevention and Rescue and the Government Decree No. 105/2025/ND-CP (effective from July 1, 2025) is that the Fire Prevention and Rescue Police Department will take over some types of establishments previously under the management authority of the commune-level People's Committee, such as accommodation establishments with a height of 3 floors or more, and hand over some types of establishments to the commune-level People's Committee, including gas shops with a capacity of 500kg or less. The new law also stipulates greater responsibility for The People's Committee at the commune level plays a role in state management of fire prevention and control, including assessment and inspection of fire safety.
Lieutenant Colonel Mai Van Anh, Deputy Head of the Fire Prevention and Rescue Police Department (Provincial Police), stated : Even before the law came into effect, the Quang Ninh Provincial Police proactively assessed the situation, reviewed, and conducted basic investigations into facilities subject to fire safety management as listed in Appendix 1 of Government Decree No. 105/2025/ND-CP. The unit established working groups to address questions from specialized agencies regarding construction, as well as from the People's Committees of wards, communes, and special zones, concerning difficulties and obstacles in implementing these new regulations. Since the beginning of August, the unit has handed over more than 300 facilities and received more than 500 facilities from the People's Committees at the commune level, bringing the total number of facilities under the police's management to 3,975.
Following the handover of the facilities, the Fire Prevention and Rescue Police Department organized a campaign to disseminate the content of the Law and provide guidance on its implementation to 54 communes, wards, and special zones, targeting each production and business establishment and residential area. The campaign focused on new points related to the responsibilities of facility leaders and fire safety standards for each type of activity. In particular, the authorities directly guided the facilities in declaring and updating information on the National Fire Prevention and Rescue Database System. This is a key task in the digital transformation roadmap, aiming to build a "correct, complete, clean, and active" data system to effectively serve state management, ensuring consistency, synchronization, and information sharing among forces.
Ms. Do Thi Bich Hue, owner of the private preschool Hat Mam Nho (Hong Gai ward), shared: "Previously, I only had a general understanding of fire safety requirements. When the new law came out, I saw many changes, but because there were so many points, I couldn't grasp them all. After the police officers directly explained and summarized the new points, relating them to different types of facilities, we clearly understood what we needed to do to ensure the safety of children and comply with the law."
According to Captain Nguyen Van Hoa, Team Leader of the Fire Prevention and Rescue Police Team Area 4 (Fire Prevention and Rescue Police Department, Provincial Police), fully reporting and updating information will help functional forces grasp the situation in the area, develop inspection and response plans suitable for each type of facility, and enhance the ability to proactively prevent and handle incidents when they arise.
Not only were the 2024 Law on Fire Prevention and Rescue and its implementing guidelines disseminated, but they were also applied in practice by functional forces immediately upon their entry into force. In accordance with Clause 2, Article 13 and Clause 3, Article 14 of Decree No. 105/2025/ND-CP, from July to the present, the Provincial Police have coordinated with specialized agencies such as the Department of Construction, the Department of Industry and Trade, the Department of Agriculture and Environment, the Economic Zone Management Board, and the People's Committees of communes to conduct periodic inspections of fire prevention and control at 396 establishments in the province. The inspections revealed 30 violations, including 23 violations related to fire prevention and control and 7 violations in the construction sector.
Promoting the "4 on-site " principle.

In addition to organizing focused legal dissemination conferences, authorities are also intensifying efforts to guide high-risk establishments such as banks, schools, markets, hotels, guesthouses, and accommodation facilities in complying with new regulations and updating information on the national fire prevention and control database. This is a crucial step in building a synchronized database, contributing to strengthening the effectiveness and efficiency of state management of fire prevention and control in the province; simultaneously, it fosters social consensus and raises awareness of law compliance, preventing and reducing violations in the field of fire prevention and control and rescue.
At PVcombank Quang Ninh, where 70-80 staff and customers conduct transactions daily, fire prevention and rescue is always a top priority. It is also one of the first branches in the province to update its data. Bank representative, Mr. Vu Dinh Duc, stated: "Our bank has invested in a modern fire alarm and firefighting system, including water pumps and wall hydrants; we also coordinate with relevant authorities for regular inspections and maintenance. Staff are trained in handling emergencies. The awareness of fire prevention among staff and customers has also significantly improved."
A highlight of fire prevention and control efforts in Quang Ninh is the effective development and maintenance of self-governing models at the grassroots level. Currently, the province has established over 2,280 fire prevention and rescue models, including more than 1,500 "Safe Neighborhood Fire Prevention and Control Teams," hundreds of public fire-fighting points, and safe residential areas. These models have helped people detect and handle emerging situations promptly, minimizing damage to people and property.
From the beginning of the year until now, Quang Ninh has experienced 76 fires, a decrease of 23 incidents compared to the same period in 2024. In addition, there were 3 explosions that injured 13 people and caused total damage of nearly 10 billion VND. Although the number of fires has decreased, the risk remains, especially in densely populated residential areas, small-scale production facilities, or those using unsafe electrical and gas equipment.
Initial results in the implementation of the 2024 Fire Prevention and Rescue Law in Quang Ninh show that bringing new legal regulations into practice has not only been limited to dissemination, but has also deeply penetrated into reality through concrete actions, receiving the support and active participation of the people; contributing to protecting people's lives and property, and maintaining social safety.
