In 2025, short films and web dramas with the "CEO" theme appeared frequently on social media with diverse content. This raised public concerns about their potential negative impact on viewers, especially young people and children.
At the same time, netizens are also questioning whether the appearance of this type of film on social media should be regulated or minimized.
On the afternoon of October 10th, at the Ministry of Culture, Sports and Tourism's (MOCST) regular press conference for the third quarter of 2025, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, expressed his views on this issue.

According to Mr. Tu Do, the Central Propaganda and Mass Mobilization Department and the Ministry of Culture, Sports and Tourism have always had the policy of building a safe, useful, and healthy online space for people to use.
"If any content affects the morals, lifestyle, or standards of the people, especially young people, we will consider taking immediate action. However, in specific cases like this, a more thorough assessment is needed," Mr. Tu Do said.

According to the head of the Department of Broadcasting, Television and Electronic Information, web dramas and short films on social media are reviewed and processed according to Decree 147. However, it is very difficult to determine what constitutes a violation of the law for this type of film.
"We need to consider whether the content is negative, conveys false ideas, is revealing, affects children, or promotes superstition... If so, we will take immediate action. However, we cannot block the entire 'CEO' theme; we must address each specific content of the web drama or short film," Mr. Tu Do stated.
Mr. Le Quang Tu Do added that since 2017, the Department of Broadcasting, Television and Electronic Information has had a specialized force to scan, detect, and block content that violates the law, fake news, harmful and malicious information, false information, and content that insults organizations and individuals. The Department does this based on Government Decree No. 72 of 2013 and Decree No. 147 of 2024 on the management of the Internet and online information content.
"We use both human resources and technical tools to scan the internet, sending requests to cross-border platforms like YouTube and Facebook to block and remove information, images, and videos within 24 hours," Mr. Tu Do affirmed.
In the last two years, the rate of timely interception by the Department of Broadcasting, Television and Electronic Information has consistently reached 90% or higher. Leading up to the 14th Party Congress, the unit further tightened its content control, ensuring even faster removal of misleading or negatively impactful news within two hours.
In addition, the Department of Broadcasting, Television and Electronic Information is also implementing a campaign to block and remove websites, channels, and news on cross-border platforms that are solely used to spread fake news.
At the press conference, leaders of the Film Department and the Broadcasting, Television and Electronic Information Department also mentioned the incident of the "nine-dash line" appearing in the Chinese television drama "Let Me Shine".
Mr. Le Quang Tu Do affirmed that episode 16 (containing the "nine-dash line" image) has not been broadcast in Vietnam but has only been released in China. This image has been removed from episode 16 scheduled for broadcast in Vietnam.
However, both agencies agreed to remove and not broadcast any works containing images of the "nine-dash line," even after they had been edited out when broadcast in Vietnam.
