On the afternoon of December 11th, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, chaired a press conference to announce the results of the tenth session of the 15th National Assembly.

At the press conference, reporters quoted some delegates suggesting a pilot program for a multi-media media conglomerate or corporation in Hanoi and Ho Chi Minh City during discussions on the amended Press Law.

In its report on the feedback and explanations, the Standing Committee of the National Assembly stated that the Government had directed the Ministry of Culture, Sports and Tourism to summarize the Plan for the Development and Management of the Press, and planned to propose to the competent authorities the continued implementation of some viewpoints of the Plan and the addition of new viewpoints, including the content regarding the possibility of establishing a leading multi-media press agency in Hanoi and Ho Chi Minh City.

Based on the directives and approvals of competent authorities, the Ministry of Culture, Sports and Tourism will concretize these contents in the Strategy for the Development and Management of the Press System, ensuring feasibility, consistency, and alignment with the national press development orientation. The reporter asked about the timeframe for the Ministry of Culture, Sports and Tourism to submit the above content for implementation.

Responding to this issue, Deputy Chair of the National Assembly's Committee on Culture and Social Affairs, Nguyen Thi Mai Hoa, stated that the revised Press Law does not stipulate the establishment of a leading multi-media press agency for localities, as this falls under the authority of the Government. During the revision and refinement of this revised Press Law, not only members of the Committee but also many National Assembly deputies raised the question of why a pilot program was not included in the law.

According to Ms. Nguyen Thi Mai Hoa, Article 15 of the amended Press Law, passed by the National Assembly, stipulates that press agencies, including multi-media flagship press agencies with various types of media, are subordinate press agencies with specific financial mechanisms and are established in accordance with the strategy for developing and managing the press system.

In terms of authority, the regulation of development strategies, as well as the management of the press system and related content concerning press revenue, falls under the jurisdiction of the Government. This is why the revised Press Law does not include provisions on this matter.

Regarding the question of when it can be implemented, Ms. Nguyen Thi Mai Hoa stated that during the process of receiving feedback from delegates, providing explanations, and formulating regulations in the Law's provisions, this issue has been discussed extensively by the reviewing agency and the drafting agency.

"As far as we know, the Government has assigned the Ministry of Culture, Sports and Tourism to summarize the current plan for the development and management of the press. This is an important condition, because based on the achievements as well as the issues raised, it is possible to develop solutions for forming a leading multi-media press agency at the central and local levels," Ms. Nguyen Thi Mai Hoa emphasized.

Regarding Hanoi and Ho Chi Minh City, Ms. Nguyen Thi Mai Hoa emphasized that these two localities have many favorable conditions to soon implement the model of a leading multimedia press agency.

"I think that with the spirit of a government that is resolute in its actions and keeps its promises, the government will direct relevant agencies to accelerate the assessment, compilation, and implementation process," Ms. Nguyen Thi Mai Hoa emphasized.

The National Assembly's Committee on Culture and Society will be responsible for overseeing the best possible preparation of technical documents so that the amended Press Law can be quickly put into effect.
