Ca Mau province has completed the deployment of the digital technology platform according to the regulations of the Ministry of Information and Communications (Decision No. 922/QD-BTTTT dated May 20, 2022), creating a solid infrastructure foundation for digitization in all fields. In addition, the province has also proactively put this infrastructure into practical operation, effectively applying it in state management and providing public services. From there, a synchronous digital ecosystem has been formed, contributing to promoting the local economy and improving the quality of service to the people.
Digital transformation in the education and training sector has recorded many positive changes. 501/501 educational institutions in the province have implemented cashless payments in tuition fees and school services through the Cashless Management System. 80% of the number of transactions and transaction values are cashless in units, schools and educational institutions in the province. Thereby, helping to improve the effectiveness of educational management, while creating a modern, convenient and safe learning environment.

In the health sector, the province continues to deploy, use and connect with the National Information System on prescription management and prescription drug sales (electronic prescriptions) to medical examination and treatment facilities in Ca Mau province. At the same time, the province is piloting electronic medical records at Ca Mau General Hospital and Ca Mau Maternity and Pediatrics Hospital; Traditional Medicine Hospital. Data synchronization helps streamline administrative procedures, ensure patient rights and improve service quality. Ms. Tran Bich Tuyen, in Hung My commune, Cai Nuoc district, said: "Previously, when going to the doctor, I had to bring a lot of documents. Now, just by scanning my ID card, the doctor can see the full medical record. All procedures are much faster. On the other hand, I can also pay for medical services by bank transfer, which is more convenient than before."
In the tourism sector, Ca Mau has effectively exploited digital technology to enhance promotion and information connection. The provincial tourism information portal at camautourism.vn has updated 90% of basic data on destinations, tourist areas, and service businesses. Integrating electronic payments, introducing local specialties, organizing online tours, etc. has attracted more than 150,000 visits, searches, and service usage each month. Ms. Nguyen Thao Ly, a tourist from Vinh Long province, said: "I research destinations, specialty dishes, and room rates right on the provincial tourism information portal. This site is very convenient, helping me save time and better prepare for the trip."
Land management has also seen many innovations through data digitization. Up to now, 7/9 district-level units and 86/100 commune-level units have completed digitization and created land databases. More than 751,000 land plots have had digital records established. After the reorganization of commune-level administrative units from July 1, 2025, localities will continue to promote the digitization of land data. Thereby, contributing to the transparency of the management process, minimizing negativity and facilitating people when carrying out administrative procedures.
In the agricultural sector, Ca Mau is gradually creating a "digital agriculture" foundation, promoting smart production, flexibly adapting to climate change and promptly meeting market needs. One of the highlights is the deployment of the "Ca Mau Agriculture" software - a comprehensive digital tool for management and operation. Up to now, the software has had 6,105 installations, with a total of more than 7.3 million visits, providing specialized data for 9 key areas such as: aquaculture; cultivation and plant protection; livestock and veterinary; rural development; irrigation; forestry; quality management of agriculture, forestry and fisheries; agricultural extension and agricultural varieties. At the same time, Ca Mau province also developed an IUU digital application - built on the free Google Sheets platform - to support the Steering Committee in managing fishing vessels, collecting statistics and synthesizing real-time reporting data from commune, district to provincial levels, thereby closely monitoring the situation of fishing vessel activities in the area. The province also deployed a model of applying information surveillance cameras to improve the effectiveness of forest fire prevention and fighting.
Not only agriculture, digital transformation is also an important driving force for the strong development of e-commerce in Ca Mau. The province has completed the technical infrastructure for the Product Origin Tracing Information Portal at: https://txng.camau.gov.vn, directly connected to the National Product Origin Tracing Information Portal, thereby supporting transparent tracing of OCOP products and key products. Currently, Ca Mau is operating 02 main e-commerce platforms: madeincamau.com and buudien.vn, attracting over 6,520 seller accounts, over 125,660 buyer accounts, with a total of over 740 products posted. This is not only a technological transformation, but also a synchronous effort to bring local agricultural products and goods further into the digital market.
Mr. Duong Thanh Cong, a business owner in Ta An Khuong Commune, Dam Doi District, said: "Recently, the provincial authorities have been interested in creating conditions for me to bring OCOP products such as dried shrimp and dried fish to e-commerce platforms. Thanks to that, the products are known to many people and consumption has increased. In particular, recently my products were introduced at the livestream of Tiktokers at the National Digital Transformation Festival 2024. Thanks to that, the products of the enterprise are introduced more widely, reaching more customers."
Recognizing the importance of digital transformation for socio-economic development, Ca Mau province pays special attention to perfecting the legal framework and support policies. Accordingly, the Provincial People's Council issued Resolution No. 19/2023/NQ-HDND, dated October 10, 2023 on the collection of fees and charges for a number of online public services in Ca Mau province (with a lower collection rate than direct application submission) to encourage people and businesses to participate in using online public services and online payments; Resolution No. 18/2024/NQ-HDND, dated December 11, 2024 on the Regulation on the level of financial support for the operation of the Community Digital Technology Team for the period 2025 - 2027 in Ca Mau province (the support level is 600,000 VND/team/month).
A highlight of digital transformation in Ca Mau is the companionship with the people, with special attention to vulnerable groups, the elderly and people in remote areas. Organizing training and instructions on using digital services at home helps people gradually access technology and use it effectively, with the spirit of "no one is left behind" being concretized by practical actions.
To truly deepen digital transformation, the province has been and is continuing to improve digital infrastructure, improve digital skills for people, and create open mechanisms to encourage technology enterprises and innovative startups. In the context of the widespread fourth industrial revolution, digital transformation is no longer an option but has become an inevitable requirement. Ca Mau province is showing its proactiveness, determination and flexibility in implementing digital solutions, with the determination to turn policies into concrete actions, closely linked to people's lives and sustainable development needs.
