Hai Phong City: Economic growth ranks 2nd nationwide

In the first 9 months of 2025, Hai Phong City has successfully implemented the "dual goal": implementing the organization of a 2-level government and developing the economy and society. Most of the main targets set have been achieved and exceeded the plan, in which the "bright spot" is economic growth maintained at double digits, ranking 2nd nationwide, the highest among 6 centrally-run cities.

According to the report of the City People's Committee, in the first 9 months of 2025, the city's economic growth achieved positive results, ranking 2nd nationwide and achieving the highest growth rate among 6 centrally-run cities.

Specifically, economic growth (GRDP) in the third quarter is estimated at 111,671 billion VND, up 12.47%; in the first 9 months, GRDP increased by 11.59%. The industrial production index (IIP) in September showed many improvements, estimated to increase by 18.64%, reaching a high growth rate in recent years; in the first 9 months, it is estimated to increase by 15.06%.

Some key industries achieved quite high growth rates compared to the same period last year, playing a leading role in the overall growth of the whole industry, including the motor vehicle manufacturing industry increasing by 34.72%; the electronic products manufacturing industry increasing by 11.35%; the electrical equipment manufacturing industry increasing by 20.85%; the other means of transport manufacturing industry increasing by 43.35%; and the steel industry increasing by 8.81%.

Total state budget revenue in the area in the first 9 months is estimated at 145,601.37 billion VND, equal to 98.8% of the central budget estimate, reaching 88.2% of the annual scenario, up 30.6% over the same period in 2024. Export turnover in the first 9 months is estimated at 36 billion USD, reaching 72.4% of the annual scenario, up 6.2% over the same period last year. Disbursement of public investment capital in the first 9 months is estimated at 24,379 billion VND, equal to 68% of the capital plan assigned by the Prime Minister , equal to 61% of the capital plan assigned by the city, higher than the same period last year and the proposed scenario.

Realized investment capital in the area is estimated at about 225 trillion VND, up 16.5% over the same period last year; foreign investment attraction in 9 months is estimated at 2,086 million USD, equal to 97.3% over the same period in 2024; domestic investment attraction is estimated at 365,065 billion VND, 11.9 times higher than the same period in 2024; 5,611 newly established enterprises with registered capital increased 2.8 times over the same period in 2024; welcoming and serving about 11.88 million visitors, up 29% over the same period in 2024, revenue is estimated at 12,354 billion VND.

Successfully organized many important political events

Politburo member and President Luong Cuong presented the Heroic City title to the city's leaders.

Not only "scoring" on economic pillars, the fields of culture - society, sports, health, education and training, science and technology, digital transformation has achieved many positive results. At the same time, the city successfully organized many important political, economic, cultural and social events, promoting traditional cultural values, strongly arousing the spirit of patriotism, solidarity and national pride, leaving a deep impression in the hearts of the people and international friends such as: activities to celebrate the 70th anniversary of Hai Phong Liberation, receiving the title of "Heroic City", associated with the Red Flamboyant Festival in 2025; organizing the Announcement Ceremony and many solemn and meaningful activities to celebrate the merger of Hai Duong province and Hai Phong city, implementing the 2-level local government model.

The city successfully organized the Hai Phong City Investment Promotion Conference 2025 on the sidelines of the ABAC 3 meeting, with the theme "Hai Phong - Strategic Destination of the New Era". The conference was honored to welcome President Luong Cuong to attend and direct, leaders of the Party, National Assembly, Government; leaders of central ministries, branches and 1,500 delegates who are ambassadors, representatives of international organizations, and enterprises of 21 APEC economies. Recently, the city successfully organized the first grassroots Party Congress and the first City Party Congress, term 2025-2030.
