According to Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, from the beginning of the year to October 9, natural disasters across the country have left 238 people dead or missing, 367 injured, 258,000 houses damaged or roofed, and more than 500,000 hectares of rice, crops, and plants flooded. Total estimated damage to date is VND33,549 billion.
Natural disasters have caused damage of 34,000 billion VND, affecting growth by about 0.2%.
Regarding natural disasters after storm No. 11, this is one of the most serious natural disasters, with floods overlapping floods on a large scale in many localities, with particularly dangerous types of natural disasters, such as major floods, extremely major floods, floods exceeding history, inundation and flash floods, landslides, causing serious damage to life, property and dike works, reservoirs and essential infrastructure.
There have been 23 dike incidents in Thai Nguyen, Bac Ninh and Hanoi provinces on the Cau and Thuong rivers. Up to now, no major dike has been breached, despite historic floods, by thousands of people on duty and protecting the dike.
"We are holding on and now that the water has started to recede, the main dike will definitely be safe, but the surrounding dikes and side dikes are all overflowing," said the Deputy Minister.
Assessing the efforts of ministries, branches, localities, forces, agencies and units to promptly and effectively overcome the consequences of storms and floods, Standing member of the Secretariat Tran Cam Tu requested each branch, locality, the Government Office and the Central Office to synthesize the situation and initial results of damage recovery and report to the Politburo and the Secretariat.
The immediate tasks are to ensure food, drinking water, and restore essential infrastructure.
Pay special attention to ensuring students' education and pay attention to disease prevention after floods, with the spirit of prioritizing urgent tasks.
The Central Committee of the Vietnam Fatherland Front continues to promote the mobilization, support and assistance to people in areas affected by natural disasters and floods; directs the timely payment of support money to people, trying to complete it within 5-7 days. In the long term, it is necessary to continue researching fundamental solutions.
Mr. Tran Cam Tu also said that, along with doing a good job of overcoming the consequences of storm No. 11, it is necessary to do a good job of forecasting and responding to natural disasters in the coming time and research fundamental, long-term solutions in natural disaster prevention.

Disaster forecasting needs to be closer and more thorough.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the situation is very complicated, with many historic floods causing great damage to people and property. Statistics from the beginning of the year until now, natural disasters have caused damage of 34,000 billion VND, affecting growth by about 0.2%.
With the direction of General Secretary To Lam, the Standing Secretariat, the Government, the Prime Minister and the efforts of the entire political system, we have done our best to overcome the consequences of storms and floods.
However, the situation is forecast to continue to be complicated, flooding may continue and cause more consequences, some other storms may appear, the Prime Minister requested that disaster forecasting work needs to be closer, more thorough, synthesized, and assessed damage comprehensively and accurately for management.
At the same time, quickly overcome the consequences of natural disasters; stabilize people's lives; ensure minimum conditions; ensure stability, security, social order and safety; quickly restore production, business and people's livelihoods.
Organize visits, encourage and support families with deceased or missing people; take care of the funerals of the deceased according to local and national customs; continue to mobilize forces to search for missing people; contribute to easing the pain of the people and families of the victims.
Continue to review and mobilize forces and means, including aviation, to access isolated areas at all costs to supply essential goods.
Relief must ensure safety, hygiene, and efficiency; absolutely not let people go hungry, cold, or lack food. This includes support with clothes, blankets, mosquito nets, food, drinking water, disinfectants, and medicine.
Deploy forces ready to support localities in carrying out dyke protection work at key and dangerous dykes. Increase forces to support people in cleaning up houses, offices, roads, environmental sanitation, disinfection, and national reserve distribution; support people in repairing damaged houses, rebuilding collapsed houses, ensuring temporary accommodation for people, and preventing people from being left homeless.
Relevant ministries and sectors focus on resolving insurance payments; implementing capital support policies to restore production, business and livelihoods for the people. Restoring educational and medical facilities, using reserve funds for this in emergency situations and preventing corruption and negativity; there must be no shortage of places to treat the sick and no shortage of schools and classrooms for children.
Urgently fix the problem and restore essential infrastructure of electricity, water, telecommunications, transportation, and irrigation. Compile statistics on the damage so that the Central Government can continue to provide immediate support to localities and the Fatherland Front can continue to urgently allocate support funds.
Ministries and branches urgently submit to the Government for issuance of both short-term and long-term Resolutions, in conjunction with inspection, development of toolkits and indicators for measurement and monitoring.
In the long term, it is necessary to adjust planning related to dykes, traffic, electricity, water, irrigation, and localities proactively implement projects to overcome infrastructure problems. Review vehicles, equipment, and warehouses serving disaster prevention and response; strengthen surveys, assessments, construction, and implementation of projects and plans to invest in, upgrade, and complete essential infrastructure.
The Prime Minister noted that agencies, ministries, branches, and localities should promptly reward and honor typical examples, good people, good deeds, examples of dedication and sacrifice, and criticize and handle subjects that do not fulfill their tasks, respond untimely, and are insensitive to the loss and damage of the people.
