Preparing to organize the 18th Hanoi City Party Congress

The 18th Congress of the Hanoi Party Committee for the 2025-2030 term will be held at the National Convention Center. The preparatory session will take place on October 15, and the official sessions will be held from October 16-17.

On the morning of October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th Hanoi Party Congress, term 2025-2030.

The four main elements of the Congress

Speaking at the press conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said the theme of the 18th Congress includes four main elements. The first is "Promoting the thousand-year-old tradition of civilization and heroism", affirming the historical value and revolutionary tradition of the Capital. The second is "Solidarity in building a clean and strong Party organization", demonstrating the determination to strengthen the leadership capacity and fighting strength of the Party - the decisive factor for the development of the city.

The third element “Pioneering and breaking through in the new era” emphasizes Hanoi’s leading role in implementing the Central Government’s pilot mechanisms and policies. Finally, “Developing a civilized, modern, and happy capital” is identified as a consistent goal, reflecting a long-term vision.

In particular, the concept of “happiness” was included for the first time in the Congress title. Mr. Nguyen Van Phong said that happiness is the ultimate measure of all policies, the driving force for the city’s political system to constantly strive towards a better life for the people.

The Standing Deputy Secretary of the City Party Committee emphasized that the political report of the Congress pointed out five groups of limitations and weaknesses that have lasted for many years, such as: traffic congestion, environmental pollution, especially air pollution, localized flooding, and unsynchronized technical and social infrastructure.

He affirmed that the City Party Committee has developed specific solutions for each problem, from handling air pollution, dredging inner-city rivers, reducing flooding, overcoming traffic congestion to developing the public transport system, and implementing them immediately, not waiting until after the Congress.

Focus on reasonable human resource structure

Regarding the work of drafting documents, Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, said that the Standing Committee of the Party Committee determined that this is a particularly important task, not only summarizing the achievements of the 2020-2025 term but also orienting development in the new period.

The draft document fully updates the Central Committee's and General Secretary To Lam's thoughts and guiding viewpoints on the "era of national rise", along with the Politburo's strategic resolutions, ensuring the document is concise, easy to understand, easy to implement and easy to check.

Regarding personnel work, the Hanoi Party Committee has developed a personnel plan for the 2025-2030 term, closely following Directive 45 of the Politburo and guidance from the Central Organizing Committee.

According to the plan, the Hanoi Party Executive Committee consists of 75 cadres, the Standing Committee consists of 17 cadres and the Standing Committee of the City Party Committee has 5 cadres. The City Party Committee focuses on a reasonable structure between sectors and localities, ensuring the rate of Party Committee innovation, paying attention to female cadres, science and technology cadres, with high requirements on professional qualifications and political theory.

The draft document of the 18th Congress sets the target of an average GRDP growth rate of 11% or more per year in the 2026-2030 period, with an average GRDP per capita of over 12,000 USD. Labor productivity in 2030 is expected to reach 644.5 million VND/worker, with an average of 19 doctors/10,000 people.

Hanoi strives to have an urbanization rate of 65-70% by 2030, public passenger transport meeting at least 30% of travel demand, completing about 120,000 social housing units, and urban green space reaching at least 10m²/person.

The 18th Congress of the Hanoi Party Committee is expected to create a strong shift, realizing the aspiration to build a "civilized, modern, happy" capital, worthy of being the national political and administrative center and the heart of the whole country.
