Hanoi proactively responds to heavy rain after storm No. 11, ensuring school safety

In response to the possibility of heavy rain after storm No. 11 (Matmo) weakens, the Hanoi Department of Education and Training has issued an urgent notice requesting educational establishments in the area to strengthen response measures, ensuring absolute safety for students, teachers and school facilities.

The announcement stated that, according to the forecast at 5:00 a.m. on October 6, 2025 of the National Center for Hydro-Meteorological Forecasting, storm No. 11 (Matmo) had entered mainland China and rapidly weakened. Although Hanoi was not directly affected by the storm's winds, from noon to night on October 6, this area was likely to experience heavy to very heavy rain, with rainfall ranging from 50-100mm in general, and over 150mm in some places. Prolonged heavy rain could cause localized flooding in low-lying areas with poor drainage systems.

Faced with that situation, the Hanoi Department of Education and Training has issued a document directing its affiliated units to proactively deploy preventive measures to ensure the safety of students, teachers and school facilities.

Specifically, the Department requires schools to closely monitor weather developments; proactively and flexibly adjust teaching and learning plans to suit actual conditions, prioritizing student safety. In cases where students still go to school, units must organize management and teaching flexibly, avoiding students from traveling in dangerous weather conditions.

At the same time, schools are required to review and inspect drainage systems, schoolyards, classrooms, cafeterias, boarding areas, etc.; proactively clear and reinforce areas at risk of flooding and landslides.

The Department of Education and Training also emphasized the requirement to strictly implement the on-duty regime, regularly update and promptly report on rain, flood, or incidents affecting teaching and learning activities (if any) to the Department through the Department of Politics , Ideology and Students for timely synthesis and handling.

With the proactive direction and coordination of units, the Capital Education sector aims to prevent damage to people and property, ensure absolute safety for students and teachers during heavy rains, and successfully complete teaching and learning tasks in adverse weather conditions.
