Accordingly, considering the proposal and recommendation of the Ministry of Culture, Sports and Tourism in Report No. 415/BC-BVHTTDL dated September 26, 2025 on the results of organizing the 19th Ho Chi Minh City International Tourism Fair in 2025 (ITE HCMC 2025) and the National Travel Conference, Deputy Prime Minister Mai Van Chinh acknowledged and highly appreciated the Ministry of Culture, Sports and Tourism and the People's Committee of Ho Chi Minh City for successfully coordinating to organize the ITE HCMC Fair 2025 and the National Travel Conference 2025, attracting the participation of a large number of international delegations, localities and tourism businesses, actively contributing to promoting the image of Vietnamese tourism, affirming the value of Vietnamese tourism brand in the international arena.

To effectively promote tourism promotion and development activities, ministries, branches and localities are required to focus on implementing the following key tasks:
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries and agencies according to their functions, tasks and authorities, focusing on implementing: Researching and perfecting institutions, mechanisms and policies to promote tourism development in the coming period, including reviewing and proposing amendments and supplements to the 2017 Law on Tourism and related legal documents.
Research and develop a Project to promote and advertise Vietnamese tourism and cuisine abroad for the period 2026 - 2030 to orient the focus and key points of promotion activities, promote inter-sectoral, inter-regional and international tourism cooperation, contributing to enhancing the image, position and competitiveness of Vietnamese tourism; report to the Prime Minister in the second quarter of 2026.
Focus on promoting tourism programs associated with cultural events, festivals, and unique cuisine, striving to complete the 2025 target. Innovate and improve the effectiveness of tourism promotion and advertising, and promote communication activities on digital platforms in key markets and emerging markets.
Directing professional social organizations in tourism to promote their role in connecting and supporting businesses, forming alliances to stimulate demand, develop new products, improve service quality and competitiveness of the industry; directing travel businesses to proactively develop stimulus programs, diversify products, strengthen links with localities and airlines in exploiting the international tourist market; focusing on developing specific tourism products (such as green tourism, night tourism, health care tourism, culinary tourism...) to meet trends and improve tourist experiences.
Monitor and urge assigned tasks, synthesize implementation results and report to the Prime Minister according to regulations.
The Ministry of Foreign Affairs presides over and directs Vietnamese representative agencies abroad to closely coordinate with the Ministry of Culture, Sports and Tourism to promote and advertise the image of Vietnamese tourism in target markets, support international tourism cooperation connections and visa work for foreign tourists, and create favorable conditions for international tourists to come to Vietnam.
The Ministry of Construction shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant enterprises to study and propose solutions to enhance aviation connectivity to serve tourism development; direct Vietnam Airlines Corporation to plan to increase direct flights to key and potential markets such as India, China, the Middle East, Northern Europe, North America and visa-exempt countries according to Resolution No. 229/NQ-CP dated August 8, 2025 of the Government; promote the development of transfer and transit services, creating favorable conditions to attract more and more international tourists to Vietnam.
The Ministry of Industry and Trade coordinates with the Ministry of Culture, Sports and Tourism in trade and tourism promotion activities; effectively exploits the system of Trade Offices and trade promotion agencies abroad to promote Vietnamese tourism; links tourism promotion with international fairs, exhibitions and trade forums, contributing to expanding the market and improving the effectiveness of promoting the Vietnamese tourism brand.
The People's Committees of provinces and centrally run cities shall closely coordinate with the Ministry of Culture, Sports and Tourism in promoting, advertising and organizing national-scale tourism events in their localities; at the same time, mobilize social resources in combination with local budgets to develop sustainable tourism, improve the quality of tourism products and services in the area; promptly report to competent authorities on issues beyond their authority.
(The Ho Chi Minh City People's Committee continues to promote its leading role as a center for organizing international tourism events, presiding over and coordinating with the Ministry of Culture, Sports and Tourism, and relevant ministries and branches to maintain and improve the quality of the annual Ho Chi Minh City International Tourism Fair (ITE HCMC) with the stature of a national event; linking the Fair's organization time with major international events on tourism, trade, investment, and cuisine, forming a series of continuous events, promoting the "super week" effect of economy - tourism - trade - investment, contributing to improving the effectiveness of promoting and advertising national tourism.
The Hanoi People's Committee proactively coordinates with the Ministry of Culture, Sports and Tourism to build and organize international tourism fairs and events in the locality; research and periodically host tourism promotion activities at the regional and world levels, thereby enhancing the position and image of the capital and Vietnamese tourism on the international map. Strengthen regional connectivity and linkages and international cooperation in developing unique tourism products.
