Allowing investors to mobilize capital at Cam Ranh Bay Urban Area Project

Khanh Hoa Department of Construction has just issued a document announcing that the Cam Ranh Bay Urban Area Project is eligible to mobilize capital through capital contribution, investment cooperation, and business cooperation in accordance with the provisions of the Housing Law 2023.

The Cam Ranh Bay Urban Area Project is invested by a consortium of Cam Ranh Investment Joint Stock Company, Vinhomes Joint Stock Company and Vines Energy Solutions Joint Stock Company. The project is implemented in Nam Cam Ranh commune and Cam Linh, Ba Ngoi, Cam Ranh, and Bac Cam Ranh wards. The project has a total investment capital of more than VND 85,293 billion, excluding compensation and resettlement support costs. Of which, the investor's capital contribution is VND 12,943.68 billion; the capital mobilized according to regulations is VND 73,347.5 billion.

According to the announcement, the capital mobilization method for this phase is through capital contribution, investment cooperation, and business cooperation as prescribed in Point a, Clause 1, Article 114 of the Housing Law 2023. The capital mobilization level for this phase is 24,500 billion VND to implement construction items within the area of ​​the Decision on land allocation and land lease No. 1160, dated September 12, 2025 of the Provincial People's Committee; capital mobilization time according to project progress (from the second quarter of 2023 to the first quarter of 2027). Previously, the Department of Construction issued documents dated March 18 and August 29 announcing the eligibility to mobilize capital for the project with a total capital of more than 31,267 billion VND.

The Cam Ranh Bay Urban Area Project was approved by the Prime Minister in principle for investment from April 1, 2023. The project will invest in building a new, complete urban area, synchronous with technical infrastructure system; commercial housing areas, social housing and resettlement areas; public works, services for residential units and urban areas. This urban area has a length of 25km along Cam Ranh Bay, is expected to contribute to changing the urban appearance of Cam Ranh area, promoting potential, strengths, promoting socio -economic development in the southern gateway area of ​​the province.
