Van Ninh - Ninh Hoa coastal road project: Removing difficulties to speed up progress

On the morning of October 8, comrade Le Huyen - Vice Chairman of Khanh Hoa Provincial People's Committee led a working delegation to inspect the actual progress of implementation, remove difficulties and obstacles of the Project to build a coastal road from Van Luong commune, Van Ninh district to Ninh Hoa town (Van Ninh - Ninh Hoa coastal road project). The delegation inspected the actual progress of site clearance (GPMB), construction at the intersection of DT.652B road in Dong Ninh Hoa ward, bridge No. 2 in Van Hung commune, Hien Luong 2 bridge, the starting point of the project at the intersection of Tran Hung Dao road in Van Ninh commune.

Progress has not been as expected.

According to the report, component project 1 started in December 2024 and is expected to be completed in June 2027. Currently, the investors of the two new component projects have handed over 2.7/20.5km of land clearance for construction and the water surface area from Km1+175 to Km8+000. The bridge items on the route are under construction, including Hien Luong 2 bridge and bridge No. 2. The seaward reinforced embankment item is being implemented in 4 segments with a total length of 4.8km. For the roadbed and drainage system items, the contractor is constructing 2 sections with a length of 2.3km. For the sections that have not been handed over, the investor has directed the contractors to organize the construction of precast concrete components to prepare for the implementation when the site is handed over.

Vice Chairman of the Provincial People's Committee Le Huyen listened to a report on the progress of site clearance for the project in Dong Ninh Hoa ward.

For component project 2, there are 389 affected cases requiring site clearance (Van Ninh commune: 89 cases, Van Hung commune: 300 cases); 24 cases must be resettled. Up to this point, the affected cases in Van Ninh commune have basically completed site clearance; Van Hung commune has completed more than 70% site clearance, expected to be completed in November.

Component 3 project has 133 affected cases requiring site clearance (116 cases in Bac Ninh Hoa commune, 17 cases in Dong Ninh Hoa ward); 19 cases (in the old Ninh Tho commune) must be resettled. The authorities have developed compensation, support, and resettlement plans and posted the plans for 88 cases. To date, localities have handed over land funds to the Provincial Economic Zone and Industrial Park Management Board, reaching 45.4%. In addition, the capital allocated for the project in 2025 is 400 billion VND. However, the value of capital disbursement in 2025 up to now has only reached more than 28.7%.

Mr. Tran Minh Chien - Head of the Provincial Economic Zone and Industrial Park Management Board said that the progress of site clearance for project handover is still slow and has not met expectations. However, over the past month, site clearance has had many positive changes, which is the basis for contractors to implement. Currently, the contractor has approached the construction site of bridge No. 3 (in Van Hung commune) to start construction. The Management Board also requested contractors to focus on human resources and machinery to speed up the construction progress of areas where the site has been handed over.

Difficulties that need to be resolved soon

According to the plan, in 2025, the project will complete the items and work parts including Hien Luong 2 Bridge and Bridge No. 2 (handing over the M2 pier site in September); 70% of the seaward reinforced embankment (in Van Ninh); 1.2km of the first route (in Van Ninh) and 1.5km (in Ninh Hoa) have been handed over the site; bored piles and slab girders for Bridge No. 1. At the same time, disbursement of 100% of the capital plan is completed. To achieve this goal, great efforts are needed from the investor, contractors, localities and support from relevant departments, branches and sectors. Currently, the implementation process has encountered some difficulties that need to be resolved soon.

Construction at the project.

Mr. Hoang Van Khanh - Director of the Project Management Board, Infrastructure, Economic Zone and Industrial Zone Management Board of the province said that according to the design, the project needs 1.8 million ^m3 of fill. However, up to this point, the whole project has only filled about 600,000 ^m3 , still lacking about 1.2 million ^m3 of fill, while the mines operating in the area cannot meet the capacity, and must also serve other key projects. This is the biggest problem of the project that needs to be resolved soon.

Regarding this issue, Mr. Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment said that recently, the Government issued Resolution No. 66.4 on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024. This is a very timely policy to remove difficulties for projects on material sources. Through a survey of the Van Ninh - Ninh Hoa coastal road project area, there are locations where Resolution 66.4 can be applied, such as: Hon Au mine has an area of ​​about 40 hectares, total reserves of about 9.6 million m ³ , of which 2.9 million m ³ is surface soil; Hon Trui mine has an area of ​​about 200 hectares, with reserves of about 30 million m ³ . In addition, the Provincial Economic Zone and Industrial Park Management Board can conduct additional surveys at Hon Kho mine, Van Hung 12 mine and Xuan Ha mine... The Board needs to soon have a document proposing the necessary volume for the project so that the Department can synthesize and report to the Provincial People's Committee for consideration and decision.

After working with departments, branches, localities, and investors, Vice Chairman of the Provincial People's Committee Le Huyen encouraged the localities to do a good job of propagating and mobilizing people about the significance of the project, so many affected households voluntarily handed over the site. Investors and contractors have also focused on construction in hard-to-reach locations. However, currently, the capital disbursement work at the project is still slow. Comrade Le Huyen requested investors and localities to prioritize the implementation of site clearance work, and to resolve it completely in December. During the site clearance process, it is necessary to resolve technical problems, such as: Appraisal of cadastral measurements, methods of propaganda, mobilization, completion of legal documents... For material mines serving the project, the Provincial Economic Zone and Industrial Park Management Board urgently coordinates with relevant departments, branches, and localities to organize surveys of exploitable locations, promptly synthesize, and report to the Provincial People's Committee for decision, in which priority is given to mines previously granted to projects but have ended their tasks, then carry out mine settlement to complete procedures for reopening. In addition, the Department of Agriculture and Environment coordinates with relevant departments, branches, and sectors to survey potential locations to be included in the mineral planning in this period so that in the long term, they can be granted to other projects in the coming time...

The Van Ninh - Ninh Hoa coastal road project has a total investment of 2,031 billion VND, passing through 4 communes and wards: Van Ninh, Van Hung, Bac Ninh Hoa, Dong Ninh Hoa. The route is 20.5km long, 30m wide, with 2 lanes. The project is divided into 3 component projects: Component project 1 is the construction of the Van Ninh - Ninh Hoa coastal road (invested by the Provincial Economic Zone and Industrial Park Management Board); Component project 2 (transferred from the former Van Ninh District People's Committee to the Provincial Land Fund Development Center as the investor) is the land acquisition project in Van Ninh commune and Van Hung commune; Component project 3 (transferred from the former Ninh Hoa Town People's Committee to the Provincial Land Fund Development Center as the investor) is the land acquisition project in Bac Ninh Hoa commune and Dong Ninh Hoa ward.
