Take decisive action against electric rickshaws.

The issue of electric rickshaws violating traffic safety regulations has been ongoing for many years and is becoming increasingly common. Therefore, from now until October 31st, the Traffic Police force of the Provincial Public Security Department will launch a campaign to crack down on electric rickshaws that disrupt traffic safety on roads in the Nha Trang area.

In the Nha Trang area, violations of traffic safety regulations by electric cyclos are becoming increasingly common. In the evenings, on streets such as Nguyen Thi Minh Khai, Hung Vuong, Thich Quang Duc, and Le Thanh Ton, long lines of cyclos run side-by-side, causing traffic jams and posing a significant risk of accidents. Notably, although cyclos are prohibited on Tran Phu street, many drivers still use the road to pick up and transport passengers. At the end of 2024, the People's Committee of the former Nha Trang City issued a document requesting the Nha Trang Tourist Cyclo Union to instruct its members not to use electric cyclos to transport passengers, but this situation remains unresolved.

In addition, the police force, in coordination with the People's Committees of the wards, has actively propagated, mobilized, and organized the signing of commitments with electric cyclo drivers. However, the situation of cyclos illegally fitted with electric motors remains complex, causing disorder and posing a potential risk of traffic accidents. The Traffic Police Department has handled many cases of cyclos operating in violation of regulations in the wards of Nha Trang, affecting traffic safety and causing public dissatisfaction.

To improve the effectiveness of state management in the field of traffic safety and prevent accidents and traffic congestion caused by cyclo-rickshaws, homemade electric-powered vehicles, and homemade three- and four-wheeled vehicles, the Provincial Police recently issued a plan to strengthen inspections and enforcement against these types of vehicles, focusing on roads in the wards of Nha Trang. The subjects of inspection and enforcement include: drivers of electric-powered cyclo-rickshaws; owners of mechanical workshops, repair shops, and assembly plants for homemade vehicles; and organizations and individuals involved in the production and sale of components of unknown origin used in cyclo-rickshaws.

The commander of the Road Traffic Police Team (Traffic Police Department) stated that cyclo rickshaws are rudimentary vehicles, powered by human effort, and are only allowed to carry one person (except for carrying one child under 7 years old). Any unauthorized installation of electric motors or modification of the vehicle's structure is a violation of the law. Citizens need to strictly comply to ensure their own safety and the safety of the community. The unauthorized installation of electric motors, transforming cyclo rickshaws into vehicles capable of high speeds exceeding 25 km/hour, poses a significant risk of traffic accidents. Currently, electric cyclo rickshaw drivers stop and park at intersections to pick up groups of passengers, even parking in long lines on the right side of one-way streets to pick up customers, causing traffic congestion and detracting from urban aesthetics.

Efforts to promote transformation

According to statistics, there are approximately 1,000 cyclo drivers operating in the Nha Trang area, of which 514 are members of the Nha Trang Tourist Cyclo Drivers' Union; the rest belong to various cooperatives or are independent drivers. For cyclo drivers who are members of the union, about 50% have switched from large-capacity electric-assisted motors to smaller-capacity ones. This is because large-capacity electric-assisted motors do not require pedaling and can run at high speeds, while smaller-capacity electric-assisted motors cannot run at high speeds and, if not pedaled, will burn out.

Mr. Le Quang Nhat, Chairman of the Nha Trang Tourist Cyclo Drivers' Union, stated: After nearly two years of establishment, the union has contributed to restoring order in cyclo operations, reducing harassment and overcharging of tourists. From individual workers, cyclo drivers now have organized activities to support each other in overcoming life's difficulties. The union has also implemented many activities to care for and protect the rights of its members and provided training on regulations related to road traffic safety. These activities help raise awareness, improve work discipline, and build an image of friendly and hospitable tourist cyclo drivers. In the future, the Nha Trang Tourist Cyclo Drivers' Union will strive to encourage drivers to switch from large power-assisted motors to smaller ones to ensure traffic safety; at the same time, it will organize training and instruct drivers to avoid driving side-by-side, speeding, reckless overtaking, and entering prohibited roads. The goal is for 100% of union members to strictly adhere to traffic safety regulations, behave courteously towards tourists, and contribute to building a civilized and friendly image of Nha Trang tourism.
