SIPAS: Among the top 10 leading provinces and cities.
SIPAS is an important tool for comprehensively, objectively, and multi-dimensionally evaluating the results and impacts of administrative reform; helping localities identify positive aspects, shortcomings, and limitations in each content and task of administrative reform. Citizen satisfaction is the ultimate result of effective governance. By 2025, nine key public policy groups will be selected to measure citizen satisfaction: Economic development; medical examination and treatment; general education; domestic water; domestic electricity; social order and safety; road transport; social security; and administrative reform.

Khanh Hoa province achieved a SIPAS 2025 score of 84.57%, ranking 7th out of 34 provinces and cities, an increase of 0.91% compared to 2024 and higher than the national average (83.09%). Notably, in the area of Public Policy Development and Implementation, the province achieved 84.21%, an increase of 1.97% compared to 2024. In the area of Public Service Delivery, the province achieved a score of 85.1%, nearly 2% higher than the national average. Significantly, nearly 91% of surveyed citizens reported no instances of harassment or inconvenience by public officials. These results are particularly meaningful given that the national average scores in both of these areas were lower than in 2024.
PAR INDEX: Ranked 13th out of 34, continues its upward trend.
Khanh Hoa's PAR Index 2025 reached 91.03%, an increase of 0.54% compared to 2024, higher than the national average (89.96%), ranking 13th out of 34 provinces and cities and belonging to the group with an index above 90%. The province has 7 out of 8 component indices higher than the national average. Specifically: Leadership and management work is 3.87% higher; public finance reform is 3.48% higher; civil service reform is 2.25% higher; digital transformation in state agencies is 1.48% higher; impact of administrative reform on people and socio-economic development is 1.2% higher; administrative procedure reform is 0.79% higher; and organizational structure reform is 0.29% higher. This result reflects the province's great efforts in improving the efficiency of the state administrative apparatus.

Immediately after the administrative reorganization, the province established the Steering Committee on the development of science , technology, innovation, digital transformation, and Project 06; pioneered the implementation of the Key Performance Indicator (KPI) toolkit and the criteria for evaluating and ranking the quality of cadres, civil servants, and public employees in the province, linked to the results of performing assigned responsibilities and tasks, measured by KPI scores; launched a 30-day emulation campaign "Paperless Day," "Paperless Working Week" linked to the evaluation of public service KPIs, administrative reform, and digital transformation. The province promptly issued a resolution on double-digit economic growth for the period 2025-2030; established a task force to monitor, direct, and resolve difficulties and obstacles faced by businesses; organized the prioritization of processing of applications in the "green lane" to shorten processing time; Developing criteria for reviewing and deciding on the operating timeframe of investment projects in the Van Phong Economic Zone. The official operation of the Khanh Hoa Smart Monitoring and Operating Center also marks an important step in the province's comprehensive digital transformation process. Mr. Vo Chi Vuong, Director of the Department of Internal Affairs, stated that the 2025 PAR INDEX and SIPAS results announced by the Ministry of Internal Affairs reflect the positive recognition from citizens and businesses regarding the quality of service provided by state administrative agencies in the province. They also affirm the substantial progress in administrative reform, digital transformation, and the development of a service-oriented administration in the province over the past period. This is both a commendable achievement and a call for even stronger innovation in the future. Departments and agencies will continue to advise the Provincial People's Committee to focus on reviewing and reducing cumbersome administrative procedures; minimizing delays and repeated requests for additional documents; and improving the quality of service at one-stop service centers at all levels. The province will also prioritize supporting the elderly and those unfamiliar with technology to access online public services; and promote the development of a digital government, using data as the foundation for modern, transparent governance and better service to the people. At the same time, the province continues to build a professional, responsible, and people-oriented team of officials and civil servants; resolutely rectify the situation of avoiding responsibility, shirking duties, and causing inconvenience in resolving issues; strengthen supervision, receive and listen to the opinions of the people, considering this an important basis for improving mechanisms and policies and enhancing the quality of public administration.
