One of the highlights of Hong Gai after the merger is its ability to maintain social stability while creating new milestones in cultural development, tourism , and the building of cultural life. The 2026 Tran Quoc Nghien Temple Festival is a clear example. More than just an annual cultural and historical event, this year's festival was organized more systematically, creating a space to connect heritage and attracting a large number of people and tourists.

In addition, many cultural and artistic activities such as the Community Singing Festival, the "Hong Gai Sounds" program, and "Sacred Ancestors - Hong Gai's Aspiration for a New Era"... were effectively organized, contributing to improving the spiritual life and creating a ripple effect in the community.
Alongside cultural development, the local authorities have aggressively implemented urban and residential area renovation and beautification projects immediately after the new model came into operation. In November 2025, the ward launched a campaign of "100 days and nights to upgrade urban quality and residential area infrastructure" with 6 projects to renovate and upgrade roads, with a total investment of over 50 billion VND.
In 2026, Hong Gai ward will continue to implement 19 urban beautification projects with a total capital of nearly 400 billion VND. Throughout the implementation process, these projects have received high levels of public support. Many households have voluntarily donated land and dismantled encroaching structures to expand roads and improve urban spaces. This demonstrates that when the government operates decisively, openly, transparently, and with a focus on the common good, the people are willing to cooperate.
Mr. Tran Van Huong (Tran Hung Dao 3 area, Hong Gai ward) said: "Previously, people had to make multiple trips to complete administrative procedures, but now they are guided specifically from the beginning, making it quite convenient. Administrative procedures are public and transparent; many complaints about environmental sanitation, urban infrastructure, or urban order are handled quite quickly by the ward. The streets and residential areas have been beautified, and cultural life is more vibrant than before. People clearly see the changes in governance and have confidence in the effectiveness of the new government model."

Besides transforming the urban landscape, the new administrative model in Hong Gai ward has also proven effective in ensuring social welfare. Through social mobilization, the ward has supported the construction and repair of houses for 9 disadvantaged households with a total budget of 420 million VND; and has sponsored 29 orphaned children until they reach 18 years old. The health insurance coverage rate has reached 98%; and the entire ward no longer has any poor or near-poor households according to the province's enhanced criteria.
Le Ngoc Thanh, Secretary of the Hong Gai Ward Party Committee, affirmed: "The operation of the two-tiered local government model has created a significant shift in the organization and operation of the political system. The government apparatus has been streamlined, reducing intermediate layers, while still ensuring effective governance. Cadre placement is based on job positions, capabilities, and expertise, overcoming the problem of localized shortages and surpluses."
Currently, Hong Gai ward has 3 advisory and support agencies for the Party Committee and 4 specialized departments under the Ward People's Committee. Along with this, many innovative models for cadre management have been effectively implemented, such as: the Party Committee Secretary also serving as the Chairman of the People's Council; 100% of Party branch secretaries also serving as neighborhood leaders. This has led to faster implementation of policies and faster resolution of issues at the grassroots level, reducing intermediaries and increasing the rate of case resolution at the grassroots level to 92%. Notably, both the Party Committee Secretary and the Chairman of the Ward People's Committee are cadres transferred or rotated from other localities. This arrangement helps to enhance objectivity and limit parochialism and favoritism in management and work handling.

During the implementation of the new model, Hong Gai ward paid special attention to clear decentralization and delegation of authority; regularly reviewing the functions and tasks between departments to avoid overlap. The ward Party Committee also reformed its leadership methods towards closer engagement with the grassroots, strengthening inspection and supervision of sensitive areas, and focusing on identifying and resolving issues at the grassroots level.
Administrative reform and digital transformation continue to be key focuses in local governance. The ward's Public Administrative Service Center quickly stabilized its operations. In the first four months of 2026, the ward processed 3,137 out of 3,336 received applications, achieving a rate of 94%; 100% of administrative procedures under its jurisdiction were publicly posted.
The implementation of Resolution No. 57-NQ/TW has been carried out synchronously, gradually forming a governance method in the digital environment. The ward has promoted the application of information technology in administration and serving the people; the rate of Party members using the "Electronic Party Member Handbook" has reached over 98%, and the rate of using digital signatures has reached 92%. The satisfaction index of people and businesses remains high. Hong Gai currently ranks second in the province in the CGI index and has been awarded a certificate of merit by the Provincial People's Committee for implementing administrative reform indicators.
After nearly a year of implementing the two-tiered local government model, socio-economic activities in the area continue to remain stable. As of May 12, 2026, the ward's domestic revenue reached VND 182.5 billion, equivalent to 69% of the provincial budget target; trade, services, and tourism increased by 12% compared to the same period in 2025.
The above results show that the new administrative model in Hong Gai ward is not only about stabilizing the administrative apparatus after the merger, but is also creating substantive changes in governance, administration, and urban development through innovation in methods, decisive leadership, and the consensus of the people.
