In recent times, Yen Binh Social Insurance has proactively and actively implemented the payment of pensions and social insurance benefits through bank accounts, ensuring safety and transparency, gradually changing the cash usage habits of people, especially the elderly in rural and mountainous areas.

In Tran Yen commune, where many elderly people are receiving pensions and social insurance benefits, grassroots social insurance officers have proactively coordinated with local authorities, directly going to each household to propagate and guide people to open bank accounts, gradually approaching and using non-cash payment methods.

Ms. Nghiem Thi Thu Nghiem in Minh Quan 7 village shared: Previously, when I heard about receiving pension via bank card, I was very worried because I am old, not familiar with technology, and afraid of making mistakes when withdrawing money. But thanks to the Social Security officers coming to my house to propagate and give specific instructions step by step, I feel much more secure. Now, I know how to use the card to receive my pension every month, no longer have to wait or worry about the safety of holding cash like before.

In order to expand the scope of propaganda, Yen Binh Social Insurance also organized dissemination sessions at the village cultural house, coordinated with mass organizations, village and hamlet management boards to specifically introduce the benefits, account opening process and ATM card usage.

Mr. Tran Dinh Hung - Head of Minh Quan 7 village, said: With just a citizen ID card, people can easily go to the bank to withdraw money at any time of the week, during working hours. This is a major policy of the Party and the State, which is both in line with the digital transformation process and demonstrates profound humanity, creating conditions for people, especially the elderly like us, to easily access modern financial services.

With the motto "going to every alley, knocking on every door", propaganda and mobilization work has created a clear change in people's awareness.

According to statistics, Yen Binh Social Insurance is managing 8,813 pensioners and social insurance beneficiaries, of which 6,431 people have received their salaries through bank accounts, reaching a rate of 72.9%. In Tran Yen commune alone, this rate reached 79.6%, equivalent to 1,727 people. This result shows the feasibility and effectiveness of the coordination between the Social Insurance agency, local authorities and credit institutions.

In particular, the "bridge" role of the grassroots staff is clearly demonstrated, especially in approaching, explaining, and resolving concerns for beneficiaries. Ms. Tran Thi Minh Cam - Deputy Director of Yen Binh Social Insurance said: Implementing the direction of the industry and the orientation of digital transformation in the field of social security, in recent times, Yen Binh Social Insurance has actively coordinated with the People's Committees of communes and credit institutions in the area to organize many conferences and direct propaganda sessions, helping people clearly understand the benefits of receiving pensions and social insurance benefits through bank accounts. This form not only ensures safety, transparency, and convenience but also helps people gradually get acquainted with modern financial services.

The policy of paying pensions and subsidies via bank accounts is an important step in the roadmap to digitize public services, build a digital government, digital economy , and digital society. At the same time, it is a clear demonstration of innovation in the service mindset of the Social Security agency, constantly aiming for people's satisfaction, taking beneficiaries as the center of all activities.

With high determination and synchronous participation of the entire system, Yen Binh Social Insurance aims to have the payment rate via bank accounts reach over 83% by the end of 2025, moving towards 100% coverage of pensioners and social insurance beneficiaries using non-cash payment methods. To achieve the above goal, in addition to the efforts of the social insurance industry, it is necessary to have strong participation of authorities at all levels, mass organizations and close coordination of commercial banks in providing services, supporting people to open accounts conveniently and quickly.

Along with that, it is necessary to continue promoting propaganda work, raising awareness among people, especially the elderly, about the benefits, safety, convenience and transparency of the new payment method; building a flexible coordination mechanism between the Social Insurance and banks in handling arising problems, and at the same time regularly reviewing and updating the list of beneficiaries to ensure the payment process takes place accurately, promptly and safely...

Paying pensions and social insurance benefits without cash is not only a technological solution in the digital transformation process, but also clearly demonstrates a shift in service thinking in modern administration. This is an important link in a humane social security system, with people at the center, aiming for transparency, convenience and fairness in policy enjoyment.
