Speaking at the meeting, Deputy Director Pham Van Thuy emphasized: Simplifying and digitizing administrative procedures in the tourism industry is an important task to improve the investment and business environment, support businesses, and promote the tourism industry's recovery and sustainable development. This is also one of the specific contents to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026; Decision No. 1616/QD-TTg dated July 28, 2025 of the Prime Minister on approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism; at the same time implementing the direction of the Ministry's leaders in the comprehensive administrative reform of the Culture, Sports and Tourism sector . On that basis, the Vietnam National Administration of Tourism issued Decision No. 603/QD-CDLQGVN dated September 22, 2025 on the Plan to organize consultations with businesses on business conditions in the tourism sector in 2025 .
Reporting at the meeting, the leader of the Department of Culture, Sports and Tourism of Can Tho City said: implementing the direction of the Prime Minister, the Ministry of Culture, Sports and Tourism, and the Vietnam National Administration of Tourism, in recent times, Can Tho City has deployed many solutions to promote administrative procedure reform in the tourism sector. Specifically, the Department has developed and submitted to the Provincial People's Committee Decision No. 1520/QD-UBND (June 17, 2025) on simplifying administrative procedures in the fields of culture, sports and tourism.
Regarding administrative procedures, the Department is currently managing a total of 172 procedures, of which 29 are in the tourism sector. All administrative procedures are handled under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal. In particular, the rate of files processed correctly and before the deadline is 100%, electronic files are 100%, and online payment files are about 95%. In addition, the Department also receives and returns results of administrative procedure settlement regardless of administrative boundaries, ensuring convenience for people and businesses.

However, during the implementation process, the locality encountered some difficulties and problems in the process of implementing state management of tourism, related to the management of destinations, areas, and tourist spots, and the shortage of human resources for state management. The Department also said that in the management of tourism, Although local travel businesses are increasingly active, some businesses have not yet fully implemented the statistical reporting regime as guided in Circular 18/2021/TT-BVHTTDL of the Ministry of Culture, Sports and Tourism. In addition, the Tourism Law has not yet specifically regulated a number of new business models and management of business activities on online booking platforms such as Agoda, Booking...
On that basis, the Department of Culture, Sports and Tourism of Can Tho City also reported and proposed that the Vietnam National Administration of Tourism and the Ministry of Culture, Sports and Tourism continue to study and recommend that competent authorities consider amending and supplementing relevant regulations in the management of tourist areas and destinations, management of tourist accommodation establishments, and propose that there should be mandatory regulations on ranking hotels and some other accommodation establishments that can be ranked 1-5 stars according to regulations; regulations on tour guide management, card issuance, tour guide training, etc.
Concluding the working session, Deputy Director Pham Van Thuy highly appreciated the efforts of the Department of Culture, Sports and Tourism of Can Tho in administrative reform, especially the application of technology in handling administrative procedures for tourism. proportion 100% on time, no backlog of documents.
