Guidelines for considering and awarding the titles of People's Teacher and Meritorious Teacher for the 17th time in 2026

The Ministry of Culture, Sports and Tourism has just issued Document No. 5336/BVHTTDL-TCCB to training institutions under the Ministry on guidelines for considering and awarding the titles of People's Teacher and Meritorious Teacher for the 17th time in 2026.

Accordingly, the Ministry of Culture, Sports and Tourism requests that training institutions under the Ministry, when organizing the awarding work at the grassroots-level Council, need to disseminate the contents of Decree No. 35/2024/ND-CP dated April 2, 2024 regulating the awarding of the titles "People's Teacher", "Excellent Teacher" and Official Dispatch No. 5085/BGDĐT-TCCB to all officials of the School, in which note the detailed instructions in Section II of Official Dispatch No. 5085/BGDĐT-TCCB so that relevant collectives and individuals can study and grasp the subjects, standards, processes, procedures and prescribed time (Decree No. 35/2024/ND-CP of the Government and Official Dispatch No. 5085/BGDĐT-TCCB of the Ministry of Education and Training ).

Regarding the grassroots Council: The number of Council members must comply with the provisions of Point b, Clause 3, Article 9 of Decree No. 35/2024/ND-CP; The composition of the Council must comply with the provisions of Point a, Clause 3, Article 10 of Decree No. 35/2024/ND-CP; Individuals who are eligible for the 17th Teacher title are not allowed to participate in the Council levels; The grassroots Council can only submit to the Ministerial Council cases that meet the conditions, standards, order, and procedures of the dossier as prescribed in Decree No. 35/2024/ND-CP. Time for the grassroots Council to receive dossiers: before January 15, 2026.

Regarding the dossier sent to the Ministerial Council: The dossier sent by the grassroots Council to the Ministerial Council is arranged in the order prescribed in Clause 5, Article 15 of Decree No. 35/2024/ND-CP; Personal dossiers are not bound, a list of accompanying evidence is made and arranged in the order prescribed in Clause 1 or Clause 2, Article 13 of Decree No. 35/2024/ND-CP of the Government ; the declaration of achievements of the individual, the individual must initial each page.

The grassroots council shall send 01 set of documents to the Ministry of Culture, Sports and Tourism (Department of Organization and Personnel) before March 15, 2026. After the above deadline, if the Ministry of Culture, Sports and Tourism does not receive any commendation proposal documents, it is understood that the agency or unit has no commendation proposal./.
