On October 5, the water receded so the whole family came back to clean up, but before they could finish, the heavy rain on October 7 caused water to flood back into the first floor," said Le Thi Bich Thu (32 years old, Hanoi) in frustration.

Ms. Phan Thi Kim Chi's family used a retaining wall and a pump to pump the water out. Ms. Chi said that she has lived here for 12 years but has never had as much flooding as this year. In the past month, she and her fellow residents have had their houses flooded three times. "We have sent a petition to the authorities and hope that the local authorities will take radical measures to improve the flooding situation," Ms. Chi said.
