
The Resolution clearly states that the urban railway projects in the two cities are large-scale, require high and modern technology and techniques, and are being implemented very urgently; the National Assembly has allowed the application of many specific and special mechanisms and policies for implementation. In order for the project implementation to meet the required quality and progress, in addition to regular tasks, the Government assigns ministries, branches, and provincial People's Committees to organize and implement the task of developing and promulgating relevant legal documents; and to implement specific tasks in Resolution No. 188/2025/QH15.
In particular, regarding the implementation of specific tasks of Resolution No. 188/2025/QH15, Hanoi and Ho Chi Minh City are the governing bodies, coordinating with relevant ministries, branches and localities to organize the implementation of the resolution to ensure publicity, transparency, efficiency, feasibility and progress, avoiding policy exploitation, loss and waste; directing departments, branches and localities to organize the implementation to ensure consistency, unity and efficiency.
The Resolution requires Hanoi and Ho Chi Minh City to preside over and coordinate with ministries and branches to review and adjust the planning of the area surrounding the station, adjust the planning indicators, architecture, technical infrastructure, social infrastructure (if necessary) to implement the land fund exploitation project according to the TOD model (public transport-oriented urban development model), organize the establishment and approval of land fund exploitation projects according to the TOD model at the stations...
Hanoi and Ho Chi Minh City allocate local budget capital to implement public investment projects to carry out compensation, support, and resettlement work according to the planning of the area surrounding the railway station to create land for auction for urban development according to the provisions of law; organize auctions of land funds in the area surrounding the railway station and depot for urban development according to the provisions of law to create budget sources for the locality.
