Border Guard Academy candidate disqualified due to health issues: Waiting for Ministry of Education and Training to resolve

Candidate Lang Duc Bang was returned by the Border Guard Academy due to health reasons, and is waiting for the Ministry of Education and Training to resolve his wish to study history pedagogy at Vinh University.

According to Vinh University, the school has recently received a request from candidate Lang Duc Bang regarding his wish to be considered for admission to the history pedagogy major at Vinh University. The school is currently waiting for a solution to this case from the Ministry of Education and Training.

In the first round of university entrance exams in 2025, Lang Duc Bang got 29 points in the C00 combination (literature 9.25; history 9.75; geography 10). Bang's admission score was 29.37 (including priority points), ranking him in the top 7 among the candidates admitted to the Border Guard Academy.

With the above results, Bang is one of 75 students honored by the People's Committee of Nghe An province in the award ceremony for students with high results in the 2025 high school graduation exam (Bang is a former student of the Boarding School for Ethnic Minorities - High School No. 2, Nghe An).

After enrolling at the Border Guard Academy, Bang participated in a health check and was found to have hepatitis B. Despite active treatment, the disease did not completely go away. After that, Bang was sent back to his hometown by the Border Guard Academy on September 27 due to his health condition not being up to standard.

In the recent admissions period, Bang registered NV2 for the history pedagogy major at Vinh University (the benchmark score for the history pedagogy major at Vinh University in 2025 is 28.4 - PV). Bang's wish is to be accepted according to this wish.

Speaking with Thanh Nien Newspaper, Professor Nguyen Huy Bang, Principal of Vinh University, said that after receiving Lang Duc Bang's petition, the Board of Directors assigned the Training Department to work with the Ministry of Education and Training to ask for a solution.

To recognize Lang Duc Bang's admission, Vinh University must resolve two difficulties whose authority belongs to the Ministry of Education and Training.

Firstly, the first round of enrollment has now ended, the general enrollment system of the Ministry of Education and Training has closed with the result that Bang was admitted to NV1 at the Border Guard Academy. The reopening of the system to allow Bang to be admitted to NV2 must be done by the Ministry of Education and Training.

Second, the history pedagogy department of Vinh University has met its enrollment quota, and the enrollment quota for pedagogy departments nationwide is assigned by the Ministry of Education and Training. Therefore, Vinh University cannot enroll more students for the history pedagogy department if the Ministry of Education and Training does not allow it.

Regarding the budget for training in the pedagogical sector of Vinh University, Professor Nguyen Huy Bang said that the training target for the history pedagogical sector of the school is implemented according to the task assignment mechanism, the task assignment agency is the Ministry of Education and Training.

Therefore, the budget for training in this field (including tuition and living expenses) will be allocated by the Ministry of Education and Training in accordance with the quota assigned to the school. If the Ministry of Education and Training agrees to allocate 1 more quota for the history pedagogy major to Vinh University, it means that the Ministry of Education and Training will be responsible for allocating an additional budget for this quota.

According to Decree 116/2020/ND-CP of the Government , pedagogical students are supported by the state with tuition fees equal to the tuition fees of the teacher training institution where they study. In addition, pedagogical students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at school.
