Compared to university, college tuition is still considered to be "lighter", suitable for the financial capacity of many families, thereby expanding learning opportunities for candidates with limited economic conditions.
According to Master Vo Cong Tri, Vice Principal of Saigon College of Technology and Tourism , in reality, since August 25, many candidates have begun to look for other directions after trying to register for university admission, including enrolling in colleges as a suitable option. One of the main reasons is the cost of studying. "With a preparation level of about tens of millions of VND, students can complete a college course and then still have the opportunity to transfer to university. This is a reasonable solution, reducing financial pressure for families, while opening up many career paths in the future," Master Tri added.

In the 2025-2026 school year, students at vocational training institutions will continue to enjoy many support policies from the Government. Notably, the tuition fee exemption and reduction policy according to Decree 81/2021 and Decree 116/2020 is outstanding.
Decree 81/2021 stipulates: 100% tuition exemption for students at college and university levels, for majors and professions that are difficult to recruit but are in demand by society, such as: engineering (for majors such as: steel structure processing and erection, industrial wastewater treatment, water supply and drainage...); engineering technology (for majors: shipbuilding engineering technology, underground mining engineering, tunnel drilling...); arts - fine arts (dancers, choreographers, lacquer and mother-of-pearl inlay techniques)...
Some tuition-free majors are being trained at schools such as: College of Technology 2 (industrial wastewater treatment), College of Maritime II (engineering technology for new ship hulls), Dai Viet Saigon College (waste treatment)...
Decree 81/2021 stipulates a 70% reduction in tuition fees for students studying traditional and special arts in vocational education institutions, public and private universities that provide training in culture and arts, including: Traditional opera musicians, Hue traditional musicians, Southern amateur music, opera actors, folk performing arts, ca tru art, bai choi art, and traditional musical instrument performances.
70% tuition reduction for students majoring in royal court music, cheo, tuong, cai luong, dance, and circus.
Students of some arduous, toxic, and dangerous occupations in vocational education on the prescribed list will also receive a 70% reduction in tuition fees, such as: mechanical engineering technology, automotive engineering technology, automotive technology, ship hull manufacturing, metal cutting, welding, textile technology, fashion sewing, food processing, veterinary medicine, general practitioner, pharmacy, nursing, midwifery, tour guide, food processing technology...
Students studying culinary arts at colleges will receive a 70% tuition reduction.

Some majors with 70% tuition reduction are being trained at some schools such as: Thu Duc College of Technology (mechanical engineering technology, mechanical equipment manufacturing, automobile engineering technology, industrial electricity, electrical engineering technology, electronics, refrigeration and air conditioning engineering), Saigon College of Technology - Tourism, Saigon College of Tourism (tour guide, food processing technology), Vien Dong College (general practitioner, pharmacy...), Dai Viet Saigon College (nursing, midwifery, pharmacy...).
Decree 116/2020 on tuition and living expenses support policy for teacher training students stipulates that all university and college students studying teacher training majors in the form of regular training, regular transfer, and students with a second degree in the form of regular training at university and college levels in teacher training majors with excellent results in their first degree will be exempted from 100% of tuition fees by the state. Teacher training students are also supported by the state with 3.63 million VND/month to cover living expenses during their time studying at the school.
In addition to applying the exemption policy according to State regulations, many schools also implement other scholarship programs, such as Cao Thang Technical College with a female technical student scholarship (a scholarship specifically for female students studying technical majors); Ho Chi Minh City Computer Association scholarship for students of Vien Dong College (students in the information technology major with 23.5 points or more in A00, A01, D01 are granted full scholarships, other majors are supported with 50%. If students maintain their academic results of 8.0 or higher, the scholarship will last throughout the course); Saigon College exempts 100% of the first semester tuition for students with IELTS of 8.0 or higher...
