Standing Secretariat: Prepare well for the 14th and 15th Central Conferences

On October 16, at the Party Central Committee headquarters, Standing member of the Secretariat Tran Cam Tu chaired a meeting on work for the third quarter of 2025 with Party committees, four offices, Party committees, central agencies and organizations.

Concluding the conference, Standing member of the Secretariat Tran Cam Tu stated that the work in the fourth quarter and the whole year of 2025 has a very large volume and very high requirements, requiring agencies to be more proactive and carefully review tasks and targets.

Mr. Tran Cam Tu requested agencies and units to focus on continuing to advise, organize implementation, and complete the entire 2025 work program. Carefully prepare, ensure the quality and progress of projects and contents submitted to the Central Committee, the Politburo , the Secretariat, and the National Assembly.

Along with that, we need to prepare well for the 10th session of the 15th National Assembly ; the 14th and 15th Central Conferences of the 13th tenure and the 14th National Party Congress; the election of the National Assembly and People's Councils at all levels... There are measures to promote the completion and over-fulfillment of targets and tasks; and conduct a summary of the year's work before December 25.

The Standing Secretariat also requested the advisory agencies to summarize Resolution 18 on streamlining the apparatus and summarize the organization of provincial party congresses.

Continue to strictly implement the conclusions of the Politburo and the Secretariat on tasks and solutions to improve the operational efficiency of the political system and the two-level local government apparatus. At the same time, promote administrative procedure reform (immediately overcome the localization of administrative procedures), reduce unnecessary reports, documents, and meetings. Strengthen inspection, guidance, and professional and technical training; continue to review and streamline the internal apparatus; properly handle public finance and property issues.

The Standing Secretariat also requested to accelerate the disbursement of public investment capital, remove difficulties for production and business, strive for growth of 8.3 - 8.5%; promote the development of science and technology, innovation, and digital transformation in all localities and fields.

Resolutely and effectively implement recent resolutions of the Politburo; focus on removing difficulties and obstacles in backlogged and prolonged projects; focus on cultural and social development, ensuring social security, improving people's lives; strengthen environmental protection, prevent and combat natural disasters, and respond to climate change. Focus on quickly overcoming the consequences of storms No. 9, 10, 11 and post-storm floods; especially need to care for and support the lives and production of people in areas directly affected by recent storms and floods.

Mr. Tran Cam Tu also proposed to continue to speed up the progress of inspection, investigation, and handling of cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity; especially cases and incidents related to wasteful projects, slow progress, commercial fraud, and counterfeit production...

Improve the effectiveness of citizen reception and handling of complaints, denunciations, recommendations and reflections; focus on resolving complicated and long-standing unresolved complaints and petitions... according to the direction of the General Secretary.
