The Hanoi People's Committee has just signed and issued a plan to implement a policy to support voluntary social insurance and health insurance contributions for disadvantaged groups, based on the city's updated multidimensional poverty standards and the goal of expanding social security coverage.

Accordingly, from January 1, 2026, the city budget will support 100% of health insurance premiums for members of poor or near-poor households that have been recognized as escaping poverty or near-poverty, with a support period lasting 36 months from the time of recognition.
The city also pays the full health insurance premium for the elderly from 70 to under 75 years old, people with mild disabilities and ethnic minorities who do not have health insurance cards, helping vulnerable groups access timely and adequate health services.
Ethnic minorities living in communes in region II, region III, and especially disadvantaged villages in ethnic minority and mountainous areas in the period 2016 - 2020, who have received 70% of their contributions from the central budget, will receive an additional 30% of their contributions from the city.
Students with difficult circumstances from farming, forestry and fishery households with average living standards will receive 50% of their contribution from the state budget and will receive 50% of their contribution from the city.
People in agricultural , forestry and fishery households with average living standards will receive 30% support from the Central Government for their contributions, and will receive an additional 30% support from the city for their health insurance contributions, creating conditions for workers with unstable incomes to maintain their insurance participation and reduce risks when needing health care.
In addition to the support levels according to Decree 159/2025/ND-CP, Hanoi has added a policy to support voluntary social insurance contributions at a higher rate, in which poor households are supported with an additional 50% of the contribution rate, near-poor households are supported with an additional 60%, and some other subjects according to regulations are supported with an additional 10%. The increase in support levels aims to reduce the financial burden on people, encourage them to participate in social insurance to build a stable and sustainable social security foundation.
Hanoi Social Insurance is assigned to coordinate with departments, branches and local authorities to guide and resolve problems in the implementation process, while promoting models to mobilize and support the development of social insurance and health insurance participants.
The city requires grassroots units to provide clear and transparent information on processes and procedures so that people can easily access policies, contributing to ensuring rights and improving the effectiveness of implementing social security policies.
