Expected list of chemicals not to be used in insecticides and disinfectants

(Chinhphu.vn) - The Ministry of Health is drafting a Circular promulgating the List of chemicals that are not allowed to be used and the List of dangerous chemicals that require information disclosure in insecticides and disinfectants used in the household and medical fields.

The list of chemicals not allowed to be used in insecticides and disinfectants for household and medical use includes 41 chemicals.

The draft Circular proposes detailed regulations and guidance on Clause 4, Article 15 and Clause 2, Article 31 of the Law on Chemicals, including the List of chemicals that are not allowed to be used and the List of hazardous chemicals that require information disclosure in insecticides and disinfectants used in the household and medical fields (hereinafter referred to as preparations).

According to the draft, the list of chemicals not allowed to be used in insecticides and disinfectants for household and medical use includes 41 chemicals such as: Acephate (CAS code - 30560-19-1); Aldrin (309-00-2); Beta-cyfluthrin (68359-37-5); Chlordance (57-74-9); Chlordecone (143-50-0); Chlorpyrifos ethyl (2912-88-2); Cyfluthrin (68359-37-5); Diazinon (333-41-5); Dichlovos (62-73-7); Dieldrin (60-57-1); Heptachlor...

The list of hazardous chemicals that need to be disclosed in insecticides and disinfectants used in the household and medical fields includes 172 chemicals such as: 2-Butoxyethanol; 2-Ethylhexanol; Acetic acid; Acetylcaprolactam; Agnique ^TM MMF (Only used to kill mosquito larvae, not used in drinking water and domestic water); Alcohols, C12–C14, ethoxylated; Alcohols, C9–C11, ethoxylated; Allethrin; Benzalkonium chloride; Benzyl benzoate...

The toxicity of the preparation containing hazardous chemicals is not in group Ia, Ib according to the World Health Organization's classification of insecticides or group I, II according to the classification of the Globally Harmonized System of Classification and Labeling of Chemicals - GHS.

Insecticides and disinfectants used in the household and medical sectors that have been granted a registration number for circulation before the effective date of this Circular do not have to publicly announce information on the electronic information portal or website of the organization or individual granted a registration number for circulation of the preparation or at the place directly supplying the product or goods to the buyer.

The Ministry of Health encourages organizations and individuals that have been granted a registration number for the circulation of insecticides and disinfectants used in the household and medical fields containing at least one hazardous chemical in the product to publicly declare information on the electronic information portal, the electronic information page of the organization or individual or at the place directly providing the products and goods to the buyer.

The Ministry of Health encourages organizations and individuals that have been granted a registration number for the circulation of insecticides and disinfectants used in the household and medical fields containing at least one chemical with a content greater than or equal to 1% in the composition of the product to publicly declare information on the electronic information portal, electronic information page of the organization or individual or at the place directly providing the products and goods to the buyer.
