Prime Minister Pham Minh Chinh: Private economy fulfills its mission, entering a new era with the country

Speaking at the event, Prime Minister Pham Minh Chinh emphasized the message: "Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - Strong Country - Happy People".

Also attending ViPEL 2025 were: leaders of central ministries and branches; leaders of provinces and cities; representatives of diplomatic agencies and international organizations in Vietnam; especially more than 500 delegates representing domestic and foreign associations and enterprises.

ViPEL is one of four tasks assigned by the Government to the Private Economic Research and Development Board (Board IV) in coordination with the Ministry of Finance, in order to implement Resolution 68-NQ/TW of the Politburo on developing the private economy into an important driving force of the economy. ViPEL is a model of "Public-private co-building the nation", built on the spirit of "three together": the State and enterprises have the same goal of nation building, work together, and share responsibilities.

Within the framework of ViPEL 2025, many meetings were held by industry groups. The Vietnam Women Entrepreneurs Forum was also held at the program to promote the role of women in private economic development. At the discussion sessions, businesses, experts and representatives of management agencies analyzed the "big problems" of each industry, identified growth potential, breakthrough opportunities, and proposed cooperation projects in the spirit of "Public - Private national construction".

In particular, the Panorama session - the high-level meeting of the program with the theme "Public - Private Joint Nation Building: Strong, Prosperous" aims to summarize the working results of the discussion sessions, and at the same time announce the key initiatives of ViPEL 2025, including the initiative "Public - Private Joint Nation Building" and the ViPEL mechanism such as public - private synergy, linking Vietnam's value chain; promoting emerging technology industries and innovation; promoting the development of national competitive advantage industries; promoting the development of key infrastructure; developing resources and service industries using the ViPEL mechanism...

Speaking at the event, which coincided with the country celebrating Vietnam Entrepreneurs Day on October 13 and the 80th anniversary of President Ho Chi Minh's letter to the business community, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and leaders of the Party, State and Government, sent the best wishes to the delegates; and expressed deep gratitude to generations of entrepreneurs - those who have persevered, steadfastly overcome difficulties, innovated, created, and made great contributions to the cause of building and defending the Fatherland.

Coming to the event with the spirit of 3 together: "Sharing thoughts, visions and actions together; working together, enjoying together, winning together, developing together; sharing joy, happiness and pride together", the Prime Minister emphasized that the Vietnamese private economic sector has been affirming its role as one of the important driving forces of the socialist-oriented market economy, under the leadership of the Party, management of the State, and mastery of the people.

The private economy makes an important contribution to promoting economic growth, increasing state budget revenue; effectively mobilizing social resources for development investment; creating jobs, livelihoods, income, improving people's lives, ensuring social security; promoting international integration; making an important contribution to the cause of building, defending the Fatherland and developing the country.

Recalling the country's renovation process, with three important pillars, the Prime Minister said that after 40 years of renovation, agriculture has helped the country escape poverty, becoming a leading rice exporter; industry and foreign direct investment have helped Vietnam surpass the middle-income threshold. The Prime Minister believes that science, technology, innovation, and digital transformation will help us develop and become a high-income country.

Sharing the concerns of General Secretary To Lam and other Party and State leaders on how the country can achieve the two 100-year goals and coming to the decision to strive for a growth rate of 8% or more and double digits in the following years.

With the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, businesses have accompanied, the people have supported, the Fatherland has expected; only discuss action, not retreat" and with high determination, great efforts, and drastic actions, the socio-economic development situation next month will be higher than the previous month, the next quarter will be higher than the previous quarter and the possibility of growth for the whole year 2025 will exceed 8%; budget revenue will exceed the target of 2 million billion VND as planned...

Appreciating the theme of the Vietnam Private Economic Panorama Program 2025, the Prime Minister hopes that the private business community must implement 3 pioneering and 2 strong steps to achieve 1 consistent goal.

In which, the “3 pioneers” include: Pioneering in implementing 2 100-year strategic goals, by linking the business’s goals with the country’s goals. Pioneering in the patriotic movement expressed through products, with the motto “Each business, each entrepreneur, each year has a creative product, containing high scientific and technological content” contributing to the development of a rich, powerful, prosperous country, with happy and prosperous people. Pioneering in implementing equality, fairness, social progress, social security work, leaving no one behind.

“2 strong” include: Comprehensively growing in promoting internal strength, overcoming one’s own limits to become a pioneering force to promote growth, create jobs, improve labor productivity, national competitiveness, industrialization, modernization, and economic restructuring; making greater contributions to growth, job creation, budget revenue, promoting innovation, digital transformation, sharing economy, knowledge economy, improving labor productivity, technology transfer, creating new products and services. Growing in the process of deep, substantive, and effective international integration, competing equally with international enterprises, bringing the country to a prosperous, civilized, prosperous, and happy era, steadily advancing towards socialism; effectively participating in global value chains; with a long-term vision, looking far and wide, thinking deeply, doing big; going far out to sea; going deep into the ground and flying high into space.

The Prime Minister believes that with “3 pioneers” and “2 strong ones”, the private business community will successfully achieve “1 consistent goal” that the Party and the State have assigned and which is also its mission: “The private economy is the most important driving force of the national economy, combining harmoniously and effectively with the state economy as the main force, contributing to bringing the country into a new era of rich, civilized, powerful and prosperous development”.

The Head of Government pointed out that the private economy is the most important driving force of the national economy, together with the state economy, playing a leading role in building an independent, self-reliant, and self-reliant economy, ensuring economic security, enhancing national competitiveness associated with deep international integration.

The Prime Minister hopes that entrepreneurs and businesses will join in “Solidarity - Discipline - Creativity - Prosperity - Development - Sustainability”, further promoting their pioneering, innovative, creative and connecting roles, not only enriching their businesses and industries but also enriching society and the country and helping the people, ensuring equality, fairness and social progress, leaving no one behind.

* At the Panorama session, the following were launched: Vietnam Low-Level Economic Alliance (LAE); Vietnam Supporting Manufacturers Alliance; launching the program "Increasing the localization rate and supporting production capacity of Vietnamese enterprises, period 2025 - 2030"; signing ceremony of the pilot model "Public - Private national construction" 2025 - 2026; launching the plan to honor "Outstanding Entrepreneurs - Enterprises" of the Executive Council of the Panorama of Vietnam Private Economy.
